135 <br />Allen and Bruce Wyckoff, reappointed to Planning Commission (Martin Mohr not present, <br />reappointment to Commission); John Quinn, reappointed to Architectural Review <br />Committee (entered the meeting late) <br />Certificate of Distinguished Service presented by Mayor Herkner, on behalf of Council, <br />to retiring member of the Port Commission, Norman S. Menifee, with expression of deep <br />appreciation for the long and valuable services which he had given to the develop- <br />ment of the City's Port. <br />Report of the Legislative Committee. Councilman Rosselli, Chairman of the Legislative <br />Committee, reported on the consideration given by the Committee to the following pro- <br />posals of significance to the City which had either been referred directly to them by <br />Council for review, or on certain other proposed legislation which might directly <br />affect the City: <br />1. City of Newark policy Statement (referred by Council action) <br />Recommendation: Committee determined no action wassnecessary concerning <br />policy statement on regional government as Council had made previous <br />recommendation concerning this subject, and legislation now appears to <br />have died in Committee. <br />2. City of Torrence salary proposal (referred by Council action) for support <br />of AB 1705 which would declare the fixing of Council salaries to be of <br />statewide concern and thereafter fix salaries for Councilmen in chartered <br />cities. <br />Recommendation: to oppose: Committee believes that, while Council has <br />previously indicated desirability of an increase in compensation, the <br />Torrence approach amounts to a further infringement on home rule, and <br />consideration for an increase should come from a charter amendment <br />approved by City's residents: <br />3. Cigarette Tax (SB 556) - Recommendation to oppose. Chairman Rosselli <br />reviewed recommendation previously made by Committee for supporting <br />authority of general law cities to impose a cigarette tax (AB 399) as is now <br />done by chartered cities, but how fact now revealed that SB 556 also con- <br />tained cigarette tax provisions which provide for State collection of an <br />increased tax, while discriminating against a chartered city having its <br />own tax. He read a portion of the bill proposed and discussion was held <br />on how this would affect the City. <br />It was pointed out that City's present ordinance could not be repealed <br />before July lst, even if desired, to permit City to participate in state <br />imposed Cigarette tax. <br />Chairman Rosselli announced a hearing was to be held on this bill on July <br />1st at 9:00 a.m., in Sacramento, and if Council felt it desirable that <br />City make an appearance to oppose this bill, Committee would suggest Coun- <br />cil grant such permission. <br />4. LAFC (AB 1620) - Recommendation: to support. <br />Chairman Rosselli reported this bill contained several procedural points, <br />but the one point of major concern to preclude an LAF Commission from <br />imposing development conditions on an annexation proceedings, supported by <br />Committee because it was felt annexing City should have full authority over <br />development after annexation. <br />5. Annexation (AB 1632) - Recommendation to support. Bill would permit annexa- <br />tion of "islands" and below standard "corridors" to a City by the Board of <br />Supervisors in an appropriate case. <br />Chairman Rosselli also informed Council of Committee's disappointment in the fact that <br />the Legislature has seen fit to let all pending obscenity bills die in committee, since <br />Committee had given particular support to SB 78 and SB 79. He also reported Committee, <br />— however, was pleased to announce that SB 1267 (on tideland grants) and SB 489 (on <br />firemen's work week), both opposed by..Committee, apparentl7,, had also died for this <br />season. <br />A 26 17 <br />
