154 <br />Minutes of Regular Meeting <br />Redwood City Council <br />July 17, 1967 7:30 P. M. <br />Mayor Herkner called meeting to order at 7:40 P. M. <br />Pledge of Allegiance led by Councilman Keckley. <br />Invocation led by Reverend Barton, First Congregational Church. <br />ON ROLL CALL the following were noted present: Councilmen Robert H. Bury, Floyd D. <br />Granger, Mary W. Henderson, Paul C. Keckley, Herbert G. Petersen, John S. Rosselli, <br />Mayor Sidney D. Herkner and Deputy City Clerk Marian McCrindle. Also noted present <br />were City Manager Howard C. Ullrich, City Attorney Richard E. Gardella, Acting <br />Police Chief Joe]. Mansfield, Fire Chief J. L. Lodi, Planning Director Ken Schroeter, <br />Director of Public Works J. Louis Scherer, Chief Building Official Charles G,ysel- <br />brecht, Recreation Director A. S. Morton and Senior Stenographer Sandra Penticuff. <br />Councilman Rosselli moved to approve the Minutes of Regular Meeting of July 10, 1967, <br />as corrected (Councilman Bury, instead of Councilman Rosselli making motions: (1) <br />to refer to Legislative Committee for report and recommendation regional agency <br />proposals in Senate Concurrent Resolution 41; (2) request for a report on Farm <br />Hill slide area as soon as possible) seconded by Councilman Keckley and carried. <br />PUBLIC HEARING, Resolution of Intention of the Planning Commission to amend Section <br />46.6, Ordinance No. 1130, relating to density of development and permitted uses <br />under the terms of "modifications" in relation to Planned Development Permits, <br />declared open and affidavit of publication ordered filed. <br />Report of the Planning Commission read stating a public hearing had been held at <br />which no protests had been received, and that Commission had unanimously recom- <br />mended that revisions, as amended by Staff to Planned Development Section of the <br />Zoning Ordinance, be adopted as presented, relating to Sec. 46.1, 46.6(a), 46.6(b)(4). <br />Staff report read stating draft of an amendment to the "P" Combining District pro- <br />visions of the Zoning Ordinance had been prepared which would provide for a con- <br />trol on density and a control on uses that might be permitted incidental to the <br />principal permitted use, as had been requested by the City Council, and outlined <br />effect on Section 46.6, Modifications, of Article 46, Planned Development Permit, <br />Ordinance No. 1130. (For full text of changes recommended for amendment to <br />Zoning Ordinance, SEE -City Clerk's File - Zoning Ordinance) <br />Lengthy discussion and questioning of points of concern raised by Council, particu- <br />larly concerning latitude of density for Planned Development Permits under the pro- <br />posed amendment to Ordinance with more advantages to be allowable to the developer <br />than to adjacent property owners; apparent lack of relation of controls for a _ <br />planned development for flat areas as against various degree of levels for hill- <br />side areas. <br />Planning Director reported on the study made of similar ordinances of other cities <br />on this subject to draft the proposed amendments and explained reasoning of Plan- <br />ning Commission on their proposed amendments on points raised. Councilman Rosselli, <br />in view of importance and need of this amendment and because of points of concern <br />raised which he felt needed further study by Council, moved to continue the public <br />hearing for one month, seconded by Councilman Granger. Councilman Rosselli also <br />suggested a possible joint meeting with the Planning Commission for a discussion <br />of this matter. <br />
