168 <br />After further discussion Mayor Herkner stated he would <br />appoint a Charter Committee in the near future. (Memo 7/25/67) <br />Report by City Manager attached to communication from Mayor <br />Zucca of Belmont, regarding temporary water supply of Marine <br />World. (copy previously submitted to Council) <br />Joint Exercise of Powers Agreement - County of San Mateo and City of Redwood City. <br />Councilman Keckley, Chairman of "ad hoc" Committee appointed to review request of <br />County for a Joint Exercise of Powers Agreement to implement construction of a <br />proposed addition to the Hall of Justice & Records read report and recommenda- <br />tion being made by Committee. <br />Report stated plans have now been completed for alterations and additions to the <br />Hall of Justice for court space, jail facilities and administrative office areas <br />which are drastically needed and were recommended after a detailed research by <br />Government Research Council and proposal for construction to be financed through <br />a non-profit corporation, issuance of tax exempt bonds, and leaseback of the <br />facilities by the County to users of space. <br />Because of the present condition of the bond market and other factors, it would <br />appear that the creation of a Joint Powers Authority, the issuance of revenue <br />bonds through public bidding and the leaseback of the required facilities by the <br />parties to the Joint Powers Agreement, is a more economical way of financing this <br />facility. <br />Committee further reviewed consultations held with several bond consultants <br />concerning use of a Joint Powers Authority approach recommended by County and <br />of review with firm of Orrick, Herrington, Rowley & Sutcliffe, on draft of proposed <br />agreement which had been prepared by them. Further details reported on how this <br />joint powers agreement would operate by City's present use of County facilities <br />and possible future additional uses, and how agreement would provide for subleasing <br />of such space. Report further citied other similar cases, through the State where <br />this procedure had been used among municipal entities. <br />In conclusion of the report the ad hoc Committee recommends, because time is of <br />the essence, that Council direct Staff to work out details of a final draft of <br />a Joint Exercise of Powers Agreement and the details of sub -leasing Agreement <br />between County and City for creation of the San Mateo County Government Center <br />Authority and that the County be so advised. Councilman Henderson stated he opposition to City <br />participating in this joint powers agreement which she felt would abet the County <br />in avoiding approval of voters for construction funds. <br />After further discussion on details of the plan, motion to accept report and <br />recommendation of the Committee carried on roll call vote, Councilman Henderson <br />voting no, Councilman Rosselli being noted absent.
