170 <br />Minutes of Regular Meeting <br />Redwood City Council <br />August 7, 1967 7:30 P. M. <br />Pledge of Allegiance led by Councilman Granger. <br />Invocation led by Reverend George E. Harrison, First Baptist Church. <br />ON ROLL CALL the following were noted present: Councilmen Robert H. Bury, Floyd D. <br />Granger, Herbert G. Petersen, Mayor Sidney D. Herkner, and CityClerk Helen C. <br />Moore. Councilmen Mary W. Henderson, Paul C. Keckley, and John S. Rosselli noted <br />absent. Also noted present were Assistant City Manager Henry V. Burget, City <br />Attorney Richarf E. Gardella, Police Chief William Faulstich, Fire Chief J. L. <br />Lodi, Planning Director Ken Schroeter, Director of Public Works J. Louis Scherer, <br />Auditor -Accountant Jack Ference, Chief Building Official Charles Gyselbrecht, and <br />Deputy City Clerk Marian McCrindle. <br />Mayor Herkner announced absences of three Councilmen due to vacation but a <br />required quorum of Council was present and legally qualified to conduct meeting <br />and decide matters coming before the Council at this meeting. <br />Councilman Petersen moved to approve Minutes of Regular Meeting of July 24, 1967, <br />seconded by Councilman Bury and carried. <br />PUBLIC HEARING, Weed Abatement Assessments, 1966-67, declared open and affidavits of <br />mailing and publication ordered filed. Staff advised notices were sent to the <br />owners of all property on which weeds were abated giving the amount proposed to <br />be assessed against the parcel, as required by the Municipal Code, and that this <br />hearing was being held to consider any protests against the work and/or costs. <br />Mayor Herkner stated written protests had been filed with the City Clerk and <br />that Council had received copies of same at this meeting but that Director of <br />Public Works would be asked to summarize the protests on file and make his recom- <br />mendations, following which those protestants present who had filed written pro- <br />tests would be allowed to make their own oral comments, after which a period would <br />be allowed for presentation of other oral comments, after which a period would <br />be allowed for presentation of other oral protests from those present for this <br />purpose. <br />Superintendent of Streets advised the weed abatement program had been administered <br />by Department of Public Works and that written protests received prior to this <br />hearing, had been reviewed and would be summarized by an Engineering Staff member. <br />Assistant Engineer reported that from all letters of protest on file, only one <br />had revealed facts that justified assessment charged be cancelled: <br />James A. Miller <br />106 Lexington Avenue <br />Parcel #053-114-110 <br />Assessment charge $8.40 <br />He stated all other protests received had been reviewed through records and maps <br />which indicated weed abatement work had been done and property owners notified of <br />assessments to be made. Assistant Engineer also explained a City inspector accom- <br />panied the private contractor for weed abatement program, to check maps of parcel <br />sites, and of later inspection by Staff to ascertain that abatement of weeds had <br />been done. Council further questioned Staff concerning procedures of weed abatement <br />
