It was pointed out that <br />weed abatement procedures would continue throughout the year where needed, under <br />contract provisions, even after the initial first three sprayings. <br />City Clerk reported additional written protests received at the beginning of the <br />public hearing from: <br />Wallie Reid <br />1252 Johnson St. <br />Parcel #059-033-090 <br />Assessment charge $8.40 <br />J. Franklin Salaman, Redwood Marina, Foot of Maple St., <br />advising weed abatement not necessary on this property. <br />Parcel #052-384-030 <br />Mayor Herkner asked those with written protests on file to state their case. <br />Mrs. Mary Lipovac <br />1062 -17th Ave. <br />Parcel #055-222-060 <br />Assessment charge $42.00 <br />Protested weed abatement charges as stated her property <br />had been cleared privately of weeds and then rototilled and <br />chopped around fences and trees and for which work she held <br />two cancelled checks and a chsh receipt. She also advised of <br />the refund that had been obtained from last year's weed abate- <br />ment charges in the amount of $12.00 under similar circumstances. <br />Assistant City Engineer stated this parcel is located in the new Wayne Court East <br />Subdivision development and that weed abatement work had been done by the City in <br />this area. <br />Council discussed possible procedures to be followed by Council in concluding <br />this public hearing because of the unusual number and character of protests being <br />made, and questioned particularly whether new methal had been used resulting in <br />the higher charges. Assistant City Manager addsed of new procedures under new <br />weed abatement ordinance in effect this year requiring notice to property owners <br />of the amount of charges against their property, in advance of the public hearing. <br />Council questioned Staff further on review which had been made of the written pro- <br />tests on file and was assured by Superintendent of Streets a check had been made <br />of records and by inspection in the field of property owners' parcels, except for <br />the two protests reported to have been received at the beginning of this public <br />hearing. He also stated 800 parcels were abated under this program, and notices <br />of charges submitted to property owners. Approximately 25 letters were received in <br />protest, less than 3% of the total parcels. He also stated it was Staff's opinion <br />program much better than previous year and that ordinance did provide for property <br />owners to abate their own weeds and those properties had not been included when <br />property owners had so notified the City of their intentions. <br />The Mayor requested a show of hands by those present who had contacted City Staff <br />for consultation on their protest of their proposed weed abatement charges. This <br />resulted in some 20 to 25 persons indicating they had attempted to resolve their <br />protests in this manner. <br />Dr. Alvin Meyer, 547 Sequoia, questioned procedures intended <br />for those not having a written protest on file at this meeting. <br />
