Mayor Herkner asked that Staff check on this matter and see if it is possible to post warning signs. (Memo 9/12/67) Councilman Bury also questioned complaints made by property owners in area adjacent to this slide concerning drainage problems re- sulting from removal of pipes which had once been installed. City Manager stated he was aware of the drainage pipes which had been placed in the area but would have to check why they were placed, by whom, and why they were removed, and if found to be a part of the City's responsibility, would be taken into consideration when ultimate repair work finally planned. Discussion of re-institutine Council's half-hour study meeting prior to the regular, meeting. Councilman Rosselli stated he had asked this matter be discussed again as he had felt this half-hour study session to be of value for better understanding of Agenda items. A question and answer period with Staff before action is taken at regular meetings serves to expedite the meetings. He stated our Council was the only one on the peninsula not allowing this study period before a regular meeting and urged this be reconsidered. Discussion followed by those favoring suggestion made to reinstitute this study period, and those expressing their disapproval. The st4gestion was also made that 5th Mondays be used for full study meetings when needed. After fur- ther discussion, Councilman Henderson moved to continue Council meetings on basis now set, seconded by Councilman Keckley. Motion withdrawn because of indication members desired more time to consider this matter. Councilman Keckley moved to table this discussion, seconded by Councilman Bury and carried on roll call vote, Councilman Rosselli voting no. COMMUNICATIONS: Communication addressed to Mayor Herkner by Charles M. Young, 2011 Hopkins Street, commending City's public library services. Mayor Herkner asked that copies be sent to Council members and City Librarian. Assemblyman Bob Monagan asking Council to join the State Legislature in pressing for a Federal tax sharing program to correct inequities by endorsing Assembly Joint Resolution 29 as adopted by the State Assembly.
