PUBLIC HEARING, on the Verified Statement of Expense in removal of condemned structure <br />at 1327 Hancock Street declared open and affidavits of posting and mailing by Chief <br />Building Official were reported on file. <br />Staff report stated Section 9.12 of the Munucipal Code requires the Council to hold <br />a hearing to consider any objections which may be expressed against the charges <br />for removal of condemned structures, which upon confirmation will become a lien <br />on the property. Building Official's verified statement of itemized expenses <br />involved in razing and removing structure at 1327 Hancock reported as follows: <br />Demolition and Removal ----------------$1,485.00 <br />Title Report -------------------------- 17.00 <br />Publication Costs --------------------- 15.00 <br />Gross expenses --- $15517.00 <br />Deduction for sale of lumber <br />& materials ------------------------- none <br />Net expenses --- $15517.00 <br />There being no written communications or oral protests, Councilman Rosselli moved <br />to close the public hearing seconded by Councilman Petersen and carried. <br />Councilman Rosselli moved to adopt RESOLUTION NO. 5487 CONFIRMING STATEMENT OF <br />ABATEMENT EXPENSES AND ORDERING COLLECTION ON TAX ROLL; LOT 7, BLOCK 7 AND ON THE <br />WESTERLY z OF LOT 4, BLOCK 7, EASTERN ADDITION SUBDIVISION (1327 HANCOCK STREET) <br />seconded by Councilman Bury. <br />In answer to question regarding the value of this lot, Chief Building Official <br />advised lot value estimated at $8,000. Motion carried on roll call vote. <br />PUBLIC HEARING on Notice to Abate Nuisance at 621 Heller Street (Lot 5, and 6. Block <br />61, Eastern Addition) declared open and affidavit of posting and mailing were <br />reported on file. Chief Building Official was duly sworn in by City Clerk before <br />presenting his testimony. Written evidence to substantiate his testimony was sub- <br />mitted, including the following: Complete documentation of records which had been <br />compiled as the basis for his recommendation that this hazardous building be <br />demolished, report of discussions held with owners of property, Mr. & Mrs. Merritt <br />Mangels concerning investigation being made of this dwelling and of recommendation <br />being made for its demolition in absence of a definite proposal being received from <br />them. (For detailed report filed by Chief Building Official, See Clerk's File - <br />Abatement - 621 Heller Street). <br />He concluded the report, stating that in general the building is in a very dilapi- <br />dated condition primarily caused by lack of proper maintenance, poor original con- <br />struction and subsequent acts of vandalism. He estimated rehabilitation of the <br />structure for conformance to the minimum requirements of the Building Code would <br />cost approximately $15,000, estimated demolition at $1,200, but recommended that <br />the hazardous building be demolished and property cleared of all debris. Discussion <br />and questioning held concerning point of heating facilities in the structure being <br />listed as a deficiency. City Attorney advised heating facilities are now required <br />in housing by State Law, but stated testimony submitted as to hazardous conditions <br />prevailing primarily based on items concerning sanitation and structural defici- <br />encies warranting abatement proceedings. <br />229 <br />Sp J$ si <br />
