Councilman Keckley moved to adopt RESOLUTION NO. 5488 DECLARING STRUCTURE LOCATED AT 62.1 HELLER STREET IN REDWOOD CITY TO BE A PUBLIC NUISANCE, DIRECTING THE OWNER TO ABATE SAID NUISANCE, AND ORDERING THE EXPENSE OF ABATEMENT TO BE MADE A LIEN UPON THE LAND IN THE EVENT THE NUISANCE IS NOT ABATED BY THE OWNER, seconded by Councilman Henderson and carried on roll call vote. Councilman Petersen mved to adopt RESOLUTION NO. 5489 APPROPRIATING $1,000 FROM BUDGETED RESERVES OF GENERAL FUND FOR THE PURPOSE OF CONSUMMATING A COMPROMISE SETTLEMENT IN THE MATTER OF STETZ vs. REDWOOD CITY (CEDAR STREET) seconded by Councilman Henderson. Staff report stated City had established plan lines for the completion of Cedar Street between Hilton and Stambaugh Streets, and that one of the parcels involved has been the subject of a quiet title suit against the City (Stetz vs. Redwood City). The funds being requested are for a compromise settlement as recommended by the City Attorney, litigation report having been previously submitted to Council. The following bid is the only bid received: Douglass & Woodhouse $17,286.95 Engineer's Estimate - $15,976.00 Corrected $17,287.30 Staff recommended bid be awarded to Douglass & Woodhouse; it was also reported current Budget provided $20,000 for this improvement. Councilman Keckley moved to adopt RESOLUTION NO. 5490 AWARDING CONTRACT FOR THE CONSTRUCTION OF EL CAMINO REAL WIDENING, WESTERLY SIDE FROM HOPKINS AVENUE TO WHIPPLE AVENUE, S.S. PROJECT NO. 117, seconded by Councilman Rosselli. In answer to questioning as to possible reason for only one bid having been received City Manager advised it was thought bidders not too interested because of construc- tion period being close to end and contractors being particularly loaded with pre- sent work. He advised however, one additional bid had been received after bid opening and returned unopened. REPORT OF BID OPENING, Oxidation Ponds, GID 1-64. Bragato Paving Co. $ 99,051.00 101,112.50 Engineer's Estimate $45,850.00 City Manager stated a revised engineer's estimate in the amount of $54,164.00 by Jenks & Adamson had been submitted in view of the high bids received. It was recommended by Staff, Jenks & Adamson and DMJM that all bids be rejected and authori- zation be given for a redesign study after which the Council would be asked to approve a call for bids. In replying to questioning whether redesign would still continue with oxidation pond plan, City Manager advised redesign would probably include same manner and method of providing for affluent, as little more could be done to provide interim sewerage disposal for Marine World and first development area on Redwood Peninsula than by oxidation ponds which were approved by the Regional Water Quality Control Board.
