4152 <br />Councilman Granger moved to adopt RESOLUTION NO. 5271 ABANDONING PORTION OF <br />TACOMA WAY IN ACCORDANCE WITH PART 3 OF DIVISION 9, STREETS AND HIGHWAYS CODE <br />OF THE STATE OF CALIFORNIA, seconded by Councilman Rosselli and carried on roll <br />call vote. <br />Mayor Herkner asked for Council's decision on request of Dr. Chope for membership <br />change on the Board of Review. Councilman Rosselli moved to accept recommenda- <br />tion of the City Manager, that City not amend the Code to change membership on <br />the Board of Review, seconded by Councilman Petersen. Councilman Bury again urged <br />reconsideration of this request as felt designated qualified personnel might be <br />able to perform in capacity of Department Heads in event emergency action called <br />for from this Board. Councilman Henderson questioned restrictions which would be <br />possible if amendment should be considered. <br />City Attorney advised ordinance amendments for alternative would provide for <br />Director of Public Health and Welfare, or member of his Staff specifically desig- <br />nated, not just any Staff members. Councilman Henderson asked if Staff would <br />still object to this phrasing for an amendment. City Manager stated infrequency <br />of meetings required from this Board would merely emphasize his recommendation <br />that a change not be made in membership of the Board. Motion carried on roll <br />call vote, Councilman Bury voting no. (MINUTE ORDER #67-22) <br />Woodside Expressway Widening Design Presentation by State, City and County <br />City Manager announced Mr. Jess Black, of the State Division of Highways, Mr. — <br />Don Wilson, County Engineer, and City Engineering Staff present to explain <br />proposed design for widening of Woodside Road Expressway from Cypress Street to <br />the Alameda as depicted on illustrated full length map and slides of sections of <br />the roadway. <br />Director of Public Works reviewed concern of the Council to hasten this needed <br />project and of the City's intended participation in the amount of approximately <br />$400,000 to improve the storm drains along this expressway, and County's proposed <br />contribution of some $100,000 towards the project. He also advised Council of <br />Mr. Black's statement concerning State's willingness to participate in under - <br />grounding of utilities along this route. Director of Public Works stated plan <br />depicted was recommended by State, County and City Staff and presented for first <br />preliminary review of Council. <br />Director of Public Works detailed the 3 proposed intersection signalization plan <br />for Alameda -Woodside and the 3 pedestrian crosswalks, necessitating business <br />enterprise on Southeast corner being eliminated because of widening at this point. <br />Mr. Black further explained plans proposed for intersection by grading area for <br />sidewalk on West side only up to school entrance but advised State could not par- <br />ticipate in sidewalk planning further than this point. He also advised Town of <br />Woodside had refused to allow for sidewalk area on the North side beyond this <br />point. <br />Councilman Rosselli questioned presentation of design plan being made at this <br />meeting as felt debate should be continued until full plan presented.
