462 <br />of Staff, in an excellent manner; however, there is one problem concerning the <br />"birdbaths" in the parking lot. <br />He advised that to withhold acceptance of the entire project would unjustly hold <br />considerable amount of money now due the contractor for construction of the building <br />itself, and that it was Staff's recommendation to withhold sum of $1,000 through <br />a supplemental agreement to insure correction of parking lot paving. He reported <br />contractor now attempting to correct the problem and described procedures which <br />would be used to get an even grade on the lot. <br />City Manager also advised in the case of recommended acceptance of Farm Hill Estates <br />No. 2., that this procedure had been used previously when development completed <br />to the point of the tree planting required. He stated if tree planting were com- <br />pleted now it would not be possible to care for them properly. Instead, a cash <br />deposit of $1,300 was being requested through a supplemental agreement to insure <br />the planting of trees at the proper time. <br />Councilman Granger commented on copy of commemorating plaque proposed for the <br />Veterans Memorial Building and if action needed by Council. City Manager advised <br />plaque was to be made of cast bronze with raised letters, and if Council had no <br />objections, it would be referred to the Veterans Memorial Commission for their <br />approval. <br />Councilman Henderson questioned report submitted by Auditor -Accountant concerning <br />request for a temporary programmer for computer system with indication this might <br />be considered for a full time position during budget study. City Manager advised <br />programmer being requested considered a temporary position under a contractual <br />agreement to insure proper and complete use of equipment, additional personnel which <br />might have been indicated in Auditor -Accountant's report would be considered <br />during budget study. Councilman Granger questioned additional personnel requests <br />for this Department since taxing and assessing had been referred to the County. <br />City Manager reviewed the increase of work loads which have been added to this <br />Department because of additional projects assumed by the City, particularly the <br />special General Improvement Districts. Councilman Rosselli stated it had been <br />indicated at time assessing and tax collecting transferred to County that Council <br />had been assured no additional personnel would be added to this Department. City <br />Manager indicated Council would have a chance to review personnel requests of this <br />Department during budget study. <br />Councilman Rosselli asked if removal of the house on Nob Hill Road in the slide area <br />could be removed under emergency measures used in the previous house moving case <br />in this area, and permit granted before public hearing set for February 27th. <br />City Attorney advised previous house moving emergency procedure granted by power <br />invested in the Mayor but was not aware whether same situation involved in this <br />case.
