Staff analysis read in which it was reported <br />proposed RH-7 district consisted of two lots under different ownership, containing <br />an area of approximately 40,000 sq. ft. Adjacent area described as being one of <br />low density containing single family dwellings originally subdivided into irregu- <br />lar shaped lots of one-half acre to one acre and over with some since having been <br />resubdivided into smaller sized lots, average size now being slightly less than <br />17,000 sq. ft. per lot. <br />It was also noted portion of this proposed district and surrounding area has a <br />grade range of up to 32% and that hillside standards should be taken into Consid- <br />eration to allow more building space for grading, cut and fill. Staff also <br />advised at this point of need for Slope Intensity Ordinance to control lot sizes <br />and density in relationship to slope of land, hillside areas now only called <br />generally for minimum lot size of 10,000 sq. ft. <br />Planning Director replied to questioning regarding lot sizes involved in this <br />request, by stating RH zoning represented hillside residential district with <br />10,000 sq. lot size requirement and proposed RH-7 would represent 7,000 sq. ft. <br />sized lot with all other regulations identical to the RH. <br />Communication read from Russell Karns, 2645 Brewster, <br />requesting whole of area be rezoned to RH-7 if this <br />one parcel rezoned as requested. <br />Councilman Granger requested further clarification as to location of parcel in <br />question. Councilman Keckley suggested building locations be shown on area <br />maps submitted to Council with Agenda material to help further orient areas being <br />considered. Slide shown of area indicating building locations in area in question. <br />Richard Koral, one of owners of property requesting <br />rezoning, appeared in his own behalf to urge rezoning <br />requested. He advised when property purchased by him <br />in 1945 and in the County 5,000 sq. ft. zoning prevailed <br />and when annexed to the City 3.n 1950 rezoned to R-1 <br />requiring 6,000 sq. ft. and again rezoned in 1964 with <br />while of area being rezoned to RH. <br />He reviewed proposal by which rezoning requested would <br />allow three lot subdivisions which would be saleable <br />and more of an improvement than large acreage which was <br />difficult to maintain. Portion of parcel owned by Mr. <br />McAbee, the other applicant involved, was shown. <br />Councilman Granger questioned proposed subdivision and grading which would be <br />entailed. Planning Director advised authority for rezoning rested with City <br />Council as no action involved at this time for subdivision or grading considera- <br />tion. Councilman Petersen questioned why rezoning not requested for 8,000 sq. <br />ft, parcels as it appeared this would be possible from area involved. Councilman <br />Rosselli asked whether Staff would make recommendation as report only included <br />analysis. <br />City Manager advised Staff also concerned with hillside density and stated that <br />Staff now undertaking study for this concept for which no immediate answers <br />available, but believed adequate controls now available should property be sub- <br />divided.
