472 <br />Mr. Richard Linebarger, of Community Antenna TV, of <br />San Jose, stated their Company was desirous of sub- <br />mitting a proposal to the City but that it would be <br />impossible to finalize it by deadline proposed for <br />March 1st, although they had made a verbal proposi- <br />tion to Staff. <br />Councilman Bury stated his preference for action on this subject at this <br />meeting, but if it was decided to continue as recommended, he requested that <br />all present applicants be allowed to amend their proposals if they wished. <br />Planning Director introduced Mr. Al Muller, the new Zoning Technician. <br />Councilman Rosselli requested Council's permission to attend next meeting of Home <br />Rule Committee of League of California Cities of which he is a member, to be <br />held in Palm Springs March 2-3, 1967. He stated most of the items scheduled <br />for discussion included preemption of City's interests in a good many fields. <br />Councilman Henderson stated her appreciation for having received copy of <br />the Minutes of the last meeting of this Committee and expressed her interest <br />in receiving a copy of the Minutes from this meeting from Councilman Rosselli. <br />Mayor Herkner asked that Council action be taken on this request at the regu- <br />lar meeting. <br />Councilman Bury questioned possibility of temporary service being offered Scha- <br />berg Library patrons through Main Library during construction period for <br />addition and remodeling to this facility. City Manager advised City Libra- <br />rian would be present later and report on plans proposed for temporary ser- <br />vice of library facilities through Roosevelt School adjacent to the Schaberg <br />Branch Library. <br />Councilman Henderson questioned exchange of property proposed concerning the <br />relocation of gas transmission lines in Farm Hill Boulevard. City Manager <br />stated this had been thoroughly reviewed at Staff level and in the Auditor - <br />Accountant's opinion on review of the properties involved it was thought City <br />was getting more than was being given in this instance. He advised normally <br />an appraisal was made for exchange of properties but in this instance proper- <br />ties almost contiguous. <br />Auditor -Accountant's report read in which it was stated easements to be traded <br />are immediately adjacent to each other, portion the City to receive containing <br />approximately 1780 sq. ft. while portion City dedicating to PGE containing <br />approximately 1340 sq. ft., and in his opinion the value of the easement to be <br />dedicated to PGE is lesser than the value of the easement to be received by <br />the City. <br />Councilman Keckley asked that Staff give a progress report on the status of the <br />study being made placing a moritorium on annexations in hillside area. City <br />Manager advised two meetings had been held on this subject and discussion having _ <br />been held with Town of Woodside which had not resulted in complete agreement with <br />their "sphere of influence", which had been submitted to LAFC. Planning Direc- <br />tor also reported on program developed and submitted for consideration to <br />Staff and which would be integrated in the General Plan program. He also stated <br />
