473 <br />from present review it was not thought that a full moratorium entirely <br />necessary as certain annexations were thought to be natural conclusions. <br />City Manager stated it was also thought desirable to discuss this subject <br />with the County Planning Commission in order to see what other cities are <br />planning in matter of annexations. He reminded Council of the discussion held <br />with San Carlos and of the Staff level agreement which had been reached about <br />a year ago and presented to Council but which had not resulted in any direc- <br />tive of Council to proceed. Planning Director stated benefit would be derived <br />if Council formulated a "sphere of influence" which would be helpful in dis- <br />cussing plans with San Carlos in order to settle differences before LAFC took <br />action to resolve differences. Mayor Herkner suggested a special portion of <br />a Council meeting might be set aside for consideration of this subject. <br />City Manager mentioned others implicated in this situation, i.e., utilities, <br />schools, streets, etc., and stated that after further study Staff would make <br />a recommendation to Council. (Memo 2/28/67) <br />Councilman Bury questioned status of property on Jefferson Avenue at Piedmont <br />which had been rezoned by Council from R-1 to R-2 and was supposedly set for <br />immediate development. He stated he had observed a "for sale" sign now on <br />property and particularly sordid appearance. Mayor Herkner suggested Staff <br />might contact property owner and get property leveled out so a better appear- <br />ance would result. <br />Councilman Rosselli stated he had no objection to Staff contacting owners to <br />see if better appearance could be had for lot, but believed Staff report to <br />Council should contain proposed development for property, and if nothing pro- <br />posed, suggested Council should take action to rezone property back to R-1. <br />Councilman Keckley also asked that present sign on property be checked to see <br />if nonconforming. Moore. <br />Also noted present were City Manager Howard C. Ullrich, Assistant City Attorney <br />William Keiser, Assistant City Manager Henry V. Burget, Police Chief William <br />Faulstich, Planning Director Ken Schroeter, Director of Public Works J. Louis <br />Scherer, Auditor -Accountant Jack Ference, Building Inspector S. H. Kreiss, and <br />Deputy City Clerk Marian McCrindle. <br />Councilman Keckley moved to approve Minutes of Regular Meeting of February 20, <br />1967, as mailed, seconded by Councilman Bury and carried. <br />
