477 <br />Edward Edelstein, Belmont Pharmacy, asked if pharmacy <br />proposed would be used only through membership as <br />patients of the medical clinic. <br />Mr. Vincent Buckhout, Vince's Office Supply, protested <br />approval of amendment for granting pharmacy as being <br />detrimental to downtown merchants. <br />Councilman Granger commented on original Use Permit for this Clinic, which had <br />prohibited a pharmacy and asked what justification prevailed for change now. <br />After further discussion and questioning Councilman Henderson moved to close <br />the public hearing, seconded by Councilman Keckley. <br />Mitchell Webber, as former member of Planning Commission, <br />and downtown merchant, protested approval of proposed amend- <br />ment as felt not a practical place for a pharmacy, and that <br />other uses would be requested. <br />Motion carried. <br />Councilman Keckley moved to uphold action taken by the Planning Commission to <br />amend Zoning Ordinance, with the exception that phrase "or other sales or ser- <br />vices" be deleted, seconded by Councilman Henderson. On question, Councilman <br />Keckley stated his reason for favoring Planning Commission recommendation mainly <br />because whole of area indicates it will eventually be PO and also saw no reason <br />why Redwood City's zoning ordinance should be different than others surveyed <br />which permitted such pharmacies. Councilman Henderson felt action taken by <br />previous Council in first instance actually interfered with private business <br />enterprise and felt appropriate action to correct this situation was now possible <br />Councilman Rosselli explained his abstaining from discussing this issue to <br />this point but referred to study which had been initiated for this whole area <br />but not completed, and felt this should be thoroughly studied because of com- <br />plex problems which will follow as to water, sewers, and traffic patterns if <br />area to be rezoned eventually to a professional district. <br />Councilman Bury indicated his favoring further study for the whole of area and <br />concern for setting precedent if pharmacy allowed by approving proposed amend- <br />ment to the Zoning Ordinance at this time. Councilman Petersen moved to table <br />this matter until Federal investigation findings had been completed and avail- <br />able on this issue of doctors and pharmacies, seconded by Councilman Rosselli. <br />Motion lost on roll call vote, Councilmen Petersen and Rosselli voting yes, <br />Councilmen Bury, Granger, Henderson, Keckley and Mayor Herkner voting no. <br />Motion to uphold action of Planning Commission as originally made with deletion <br />of the one phrase, "or other sales or services", lost on roll call vote, Coun- <br />cilmen Henderson, Keckley and Petersen voting yes, Councilmen Bury, Granger, <br />Rosselli and Mayor Herkner voting no. Mayor Herkner stated he felt it also <br />necessary to state why he had voted against this matter in view of fact opera- <br />tion of the Redwood City Medical Clinic excellent and a credit to Redwood City, <br />but felt operation would continue as such without a pharmacy.
