484 <br />Signalization and traffic flow patterns at Massachusetts problems were described <br />because of the shopping center and need for this section to carry more traffic. <br />Police Chief stressed importance of frontage road being left intact from Kentucky <br />to Alameda as proposed for safety and practical features, plus beautifications _ <br />offered at this point. He also described four phase signalization proposed for <br />Alameda and Woodside with provision for pedestrian crossings to serve the high <br />school. <br />City Manager stated plan described by Staff had resulted from thorough study and con- <br />sultation with County and State and it had been presented as a recommendation for <br />improvement of Woodside Road, probably never answering all the problems but a <br />supposedly happy compromise for doing the job in a pleasing manner and a vast <br />improvement over the present situation. <br />Mayor Herkner asked that Council discussion be allowed before questi-)ns from the <br />audience. Councilman Keckley asked whether recommendation for optional left turn <br />proposed between Union and Gordon had been recommended by City to State and was <br />advised by City Manager this was recommended, but not as an optional. Councilman <br />Keckley also questioned Police Chief concerning interim and permanent channeli- <br />zation at Hudson. Police Chief reviewed interim measures proposed and the relo- <br />cations which would be necessary when improvements to Woodside are under con- <br />struction, and costs involved both for this interim signalization and the relo- <br />cation thereafter. <br />Councilman Rosselli asked whether County intended to hold further hearings for <br />discussion of this design. County Engineer, Don Wilson, advised various matters <br />concerning the improvements had previously been presented to Board of Supervisors <br />but they had chosen to defer action until after this meeting by Redwood City. He <br />presumed if a substantial number of people requested a hearing it would possibly <br />be granted but stated he could not answer whether it was intended on County's own <br />initiative. <br />Councilman Rosselli also questioned time schedule now proposed and effect if <br />changes should be recommended. City Manager stated minor variations or small <br />changes would have no effect on ultimate time schedule as specific engineering <br />still in the early stages. Director of Public Works stated it would take approxi- <br />mately a year to clear rights-of-way for the project alone. Councilman Rosselli <br />stated he was also a member of the Transportation Committee and was aware of pro- <br />blems in such projects and of it being essential that a proper design be reached <br />to handle volume of traffic on this roadway and asked whether an "origin and <br />destination" count had been taken. <br />Police Chief stated illustrations presented had been result of numerous surveys <br />of traffic flow patterns and counts, together with awareness of increases in <br />traffic which would result from completion of Junipero Serra Freeway.
