485 <br />Manager stated further records were available to indicate results of surveys <br />which had been taken to substantiate recommendations made on this proposed design. <br />Councilman Rosselli expressed concern for number and width of median barriers <br />proposed and its effect on businesses along this route. Further discussion held <br />on reasoning and facts which resulted in recommendation made for width and number <br />of barriers proposed. Councilman Rosselli asked whether any consideration had <br />been given for acquiring of rights of way which would align intersecting streets <br />with each other and was advised by City Manager this had been investigated <br />thoroughly with last valid cost estimates of over two million dollars based on a <br />100' right of way. <br />Councilman Henderson commended Staff for the thorough presentation of the proposed <br />design which appeared to be a good compromise solution for a difficult project. <br />Councilman Henderson also asked if fencing mentioned for barrier in Washington <br />School area could not be placed now in the plan so State could help contribute <br />and burden not placed on City later. <br />Police Chief stated this had not yet been recommended to the State but could be <br />suggested at least for some type of additional definite barrier to preclude pedes- <br />trian crossing at this point. Councilman Henderson indicated her agreement on <br />optional design and further study proposed for Orchard Avenue section because of <br />the funeral chapel, but expressed concern for sufficiency of plan proposed for <br />pedestrian crosswalk at the Alameda and Woodside to prevent any situation arising <br />such as the one at Stambaugh Street. Police Chief stated two problems differed <br />because of age group, the Stambaugh crossing area mainly being concerned with <br />small children and the Alameda crossing dealing with high school group classified <br />as adults. He stated Staff firmly believed pedestrian crossing proposed safe and <br />adequate. <br />Councilman Henderson questioned consideration given for proposed school at Santa <br />Clara Avenue area. Police Chief advised design provided adequate safe signalized <br />crossings. <br />Councilman Bury questioned parking restrictions in section from Santa Clara to <br />Alameda on the south side of Woodside, and was advised this area mainly the con- <br />cern of the County and would have to be checked through them but at this time <br />parking was possible on South side but would probably be restricted after comple- <br />tion of Junipero Serra. Councilman Bury also questioned lighting, landscaping, <br />t and undergrounding of utilities. Director of Public Works advised this matter <br />still being discussed as to whether lighting would be placed in the median barrier <br />or sidewalk area, median lighting estimated to cost less than half of that for <br />sidewalk lighting. <br />Councilman Bury also questioned channelization on the 4 -phase signal at Alameda, <br />and was given the information by the Traffic Engineer. Mayor Herkner read petition <br />that had been received at this meeting bearing approximately 47 signatures of <br />
