460 <br />formed, such as a "Better Climate Commission or Climate Best Commission" that <br />chief goals would be to suggest new ideas and help to promote implementation <br />of those that appear to have potential, such a Commission being regarded as a <br />"spark plug" not negatively as a "watchdog", or where its functions were <br />critical, they would be in sense of evaluation rather than in spirit of _ <br />challenge. <br />Six specific recommendations were recited pertaining to: (1) Special refuse <br />collections on an annual or semi-annual basis with community wide involvement; <br />(2) Preservation of City's unique history in decor of buildings and use of _ <br />old names, strictly enforcing building codes to upgrade existing hotels, <br />bars and restaurants; (3) Preservation of at least four historic buildings <br />(Diller Store or Chinese Laundry on Main Street; Lathrop House on Hamilton <br />Street; 1905 Courthouse; Central Fire House); (4) Encourage private preser- <br />vation of some older buildings, possibly by tax concessions; (5) Establish- <br />ment of a permanent cultural commission to promote artistic, musical, histor- <br />ical and dramatic activities; (6) Utilization of historical data and materials <br />collected during Centennial activities for continued preservation of this <br />data through formation of a historical center. (For full text SEE City Clerk's <br />Files - Redwood City Centennial, Inc.) <br />Councilman Henderson moved that Council receive the report and recommendations <br />from the Centennial Committee, and that a Council Committee be established <br />to consider the recommendations and report to Council with recommendations <br />for their implementation, seconded by Councilman Keckley. Mayor Herkner <br />stated he would appoint such a Council Committee in the near future. Motion <br />carried (MINUTE ORDER #68-78) <br />Councilman Keckley moved to adopt RESOLUTION NO. 5645 BEING RESOLUTION OF COMMENDA- <br />TION ON THE SUCCESSFUL CELEBRATION OF REDWOOD CITY'S CENTENNIAL YEAR, seconded <br />by Councilman Rosselli and carried unanimously on roll call vote, Councilman <br />Bury being noted absent. <br />Mayor Herkner thereafter presented each of the Members of the Board of Directors <br />of the Redwood City Centennial, Inc., present at the Council meeting, with a <br />framed copy of the Resolution, expressing appreciation on behalf of the Council <br />and the community for their services on this Board. Those members of the Board <br />of Directors present for the presentation were David N. Schutz, Chairman, <br />Councilman Paul C. Keckley, George Fakhouri, Edmund D. Mason, Robert Buick- j <br />erood, Nita R. Spangler, Earl F. Elson, Edward R. Carlisle, Doris C. Thompson <br />(absent for the presentation; Richard Schellens, James L. Flynn, Jr., Ballard <br />Hayworth, John W. Ryan, and Walter F. Murphy) <br />Certificate of Completion of Shelter Management Course presented to Captain William j <br />Powell, Fire Department, by Mayor Herkner on behalf of the Council, with <br />expressions of appreciation for the significant accomplishment rendered on <br />his own time. It was noted Captain Powell had participated consistently in <br />in radiological courses relating to civil defense since 1952 on his own time. <br />W as'68 <br />
