NUISANCE, AND ORDERING THE EXPENSE OF ABATEMENT TO BE MADE A LIEN UPON THE LAND <br />IN THE EVENT THE NUSANCE IS NOT ABATED BY THE OWNER, seconded by Councilman Bury <br />and carried on roll call vote. <br />PUBLIC HEARING, Time Zones for Parking Lots, declared open and affidavit of publication <br />ordered filed. Staff report stated Resolution setting forth the time zones and <br />rates as presently established was previously submitted to Council for review <br />and had since been published setting public hearing at this time. <br />Councilman Bury, Chairman of the Parking Committee, advised Committee had met <br />to review this proposal and had concurred with the proposed routine action neces- <br />sary for establishing such time zones and rates. In answer to question whether <br />Chamber of Commerce and Downtown Merchants had agreed to these changes, Council- <br />man Bury advised that most of the changes had been made at the request of both <br />groups because of uses indicating a justification for time changes. Councilman <br />Petersen moved to close the public hearing, seconded by Councilman Keckley and <br />carried. <br />Councilman Keckley moved to adopt RESOLUTION NO. 5656 ESTABLISHING RATES AND TIME <br />SCHEDULES FOR PARKING METER ZONES IN PUBLICLY CONTROLLED PARKING LOTS, seconded <br />by Councilman Petersen and carried on roll call vote. <br />Councilman Henderson asked that a report be made by Staff concerning status of the <br />SP parking lot in the near future. Acting City Attorney advised he had parti- <br />cipated on behalf of the City at the hearings held before the PUC at end of last <br />year, and taking some three weeks, and which had resulted in case being taken <br />under submission and that it was still in that position as of this date. <br />Acceptance of Project SD -12, GID 1-65, Jefferson Branch Channel Improvements, approved <br />on motion of Councilman Petersen, seconded by Councilman Rosselli, subject to <br />retention of $3,000 to cover the corrective work to be completed by July 1, 1968, <br />and subject to the one year guarantee of workmanship and materials. <br />It was noted the project had been completed to the satisfaction of the Public <br />Works Department, with the exception of some minor corrective work in the bottom <br />of the channel which could not be accomplished until the rainy season was over <br />and the channel dry. The cost of the corrective work was estimated to be $3,000 <br />and that the contractor had agreed by letter to do this work by July 1, 1968, <br />the bonding company having extended the bond to cover this work. <br />In reply to questioning as to how final inspection made of construction projects <br />such as this, City Manager reported on the detailed inspection check -off list <br />that has to be complied with by a contractor before recommendation is made by <br />Staff for an acceptance of the work. Motion carried (MINUTE ORDER #68-84) <br />Acceptance of Petrancosta Sanitary Sewer System installation approved on motion of <br />Councilman Rosselli, seconded by Councilman Bury, subject to the maintenance <br />bond required by the agreement. Staff report stated this completed project <br />covered a sewer line to serve a portion of Lots 4 and 5, Block 28, Oak Knoll <br />Manor, and that a maintenance bond in the amount of $350 was on file.
