City Manager again assured Council all final design material resulting from <br />the Urban Design Committee would be processed through Planning Commission <br />andCouncil for Approval. He advised two consultants, approved by Council <br />for services associated with this Committee, now working with City Staff, <br />DMJM and others concerned, and that Committee had been meeting once a week <br />in order this phase might be rushed along. <br />Mr. Brad Baruh, Manager of Marine World, reported on the <br />launching of the research vessel which had been built in <br />Oxnard, the Golden Dolphin, and of Mayor Herkner having <br />attended the ceremony planned by the City of Oxnard. He <br />described the vessel which was built for Marine World use <br />in their trips to hunt for sea life specimens appropriate <br />for display at Marine World. <br />He advised construction at Marine World proceeding well <br />on sechedule for their planned opening on July 4th, with <br />75% of the buildings complete; of the animals presently <br />on the site, and all other aspects of the project coming <br />along well. He expressed appreciation for the kind of <br />cooperation which had been extended to them by the City <br />of Redwood City. <br />Mayor Herkner also commented on the outstanding launching program which had <br />been planned by the City of Oxnard and of their indication of interest in <br />the Marine World enterprise. <br />PUBLIC HEARING, Application of LEO DEVELOPMENT COMPANY for a Planned Development <br />Permit, under Article 46, Zoning Ordinance, as a portion of WINDSOR GARDENS, <br />to allow the development of 18 townhouse units and a 36 -unit apartment <br />building, located northwesterly side of Carlos Avenue on both sides of Leahy <br />Street to Fox Court, 2.71 acre area (APN 59-162-22 and 59-166-02) in "R -2=P" <br />and "R -3'P" Zoning Districts, declared open and affidavits of publication <br />and mailing ordered filed. <br />Planning Commission at their meeting of February 13, 1968, recommended ap- <br />proval of the Planned Development Permit, subject to five conditions which <br />were listed in the report submitted to Council. Several Council members ex- <br />pressed their concern over lack of sufficient time to study this particular <br />development with its many ramifications and complicated problems, and possi- <br />bility this hearing might be continued for further study, if delAy not harmful <br />to applicant, and presentation of additional materials be submitted for Council's <br />study, i.e., map indicating plot layout for proposed set back lines, individual <br />planning of side yard set -backs, lot sizes, etc. <br />Councilman Keekley moved to continue this public hearing without receiving any <br />evidence for two weeks (March 18th), seconded by Councilman Petersen. Council- <br />man Bury stated he planned to be away on March 25th and, if the public hearing <br />continued again on March 18th, would this absence affect his eligibility to vote. <br />Acting City Attorney advised all Council members present at public hearing on <br />March 18th eligible to vote, but not eligible if absent then and public hearing <br />continued for an additional week. <br />IT 6 <br />KVt 4 •Ba <br />
