434 <br />and envisioned no problems with the abandonment of this portion of Elm Street. <br />He advised, however, a further communication had been received from PGE advising <br />they no longer held any reservations concerning the abandonment since their fur- <br />ther consultation with property owners, so would recommend that Council proceed <br />with the abandonment action at this hearing. <br />Wm. Barnett, representing the Catholic Church, advised <br />the Church had purchased both sides of this portion of <br />Elm Street and exhibited a model for a new church pro- <br />posed at this site if this portion of Elm Street aban- <br />doned as requested. <br />He advised of the willingness of the Church to comply <br />with all suggestions and requirements of City when a <br />building permit is requested for the new church cons- <br />truction. <br />Councilman Bury advised of his concerns previously stated on access restrict- <br />ions in order to protect traffic flow and asked possibility of placing a <br />non -access strip at end of this portion of Elm Street, to prohibit access <br />to Pennsylvania Avenue, if abandonment granted. Acting City Attorney <br />advised a change could be made to provide for the non -access strip along <br />Pennsylvania Avenue. <br />Monsignor Munier, of Mt. Carmel Catholic Church, advised <br />their new church construction would create a vast improve- <br />ment in this area, besides including the removal of the <br />two old structures now on the site. <br />There being no further communications, nor oral protests, Councilman Petersen <br />moved to close the public hearing, seconded by Councilman Rosselli and carried. <br />Councilman Rosselli moved to adopt RESOLUTION NO. 5630 ABANDONING PORTION OF <br />ELM STREET, BETWEEN SOUTHWESTERLY LINE OF HELLER STREET AND NORTHEASTERLY LINE <br />OF PENNSYLVANIA AVENUE, CITY OF REDWOOD CITY, IN ACCORDANCE WITH PART 3 OF <br />DIVISION 9, STREETS AND HIGHWAYS CODE OF THE STATE OF CALIFORNIA, including <br />the amendment recommended to provide for a non -access strip at the end of this <br />portion of Elm Street, seconded by Councilman Granger and carried on roll call <br />vote, Councilman Keckley being noted absent. <br />Council agenda item for approving plans and specification, and authorizing call <br />for bids, Landscape Improvement Project, Ralston Parkway, section I, deleted <br />on request of City Manager. (Memo 3/12/68) <br />Approval of Street Name, Redwood Shores, GID 1-64. <br />City Manager's report to Council advised of the need for an official naming <br />of the six -lane parkway now referred to as Ralston Parkway.easterly of its <br />connection to Bayshore Freeway and extending to Bridgeway Parkway approxi- <br />mately 2900 feet. Staff recommends that Council officially designate this <br />major thoroughfare as Marine World Parkway for the following reasons: <br />1. It would identify with Marine World project, Redwood <br />Shores and Redwood City, as historically Ralston Avenue <br />associated with City of Belmont. —. <br />2. It would permit, under State criteria, advance identi- <br />fication signing on Bayshore Freeway to indicate access <br />points to Redwood Shores and Marine World. <br />City Manager pointed out signing for Redwood Shores per <br />se not possible according to Division of Highways until <br />such time as a Post Office annex is established and a <br />substantial number of homes occupied, but that advance <br />oil -Go <br />
