A136 <br />Middlefield Road will have one way traffic between Bradford and Theatre Street. <br />Jefferson Avenue will have two lanes in each direction with left turn channel- <br />ization at Marshall Street and at Broadway. This plan incorporates some of the <br />features of the Downtown Plan. <br />Mr. T. S. Khanna, of Peat, Marwick, Livingston Co., <br />Traffic consultants in this research program, indi- <br />cated this last staging program basically intended <br />to encourage and vitalize economics of the central <br />business district, traffic pattern study being di- <br />rectly involved to allow for easy access to down- <br />town. He reviewed research statistics which had <br />been gathered indicating through traffic at peak <br />hours on Broadway and Marshall. The side street <br />traffic patterns in Stage VII would make allowance <br />for this needed through traffic, and to make easier <br />accessibility and parking for those desiring to <br />enter downtown area for shopping purposes only. <br />Mr. Khanna further detailed traffic patterns to be <br />implemented in this final traffic survey program. <br />In reply to questioning as to when this change would be implemented, City <br />Manager advised realignment of striping patterns to commence this coming <br />weekend and that he would make information concerning this stage available <br />to press and seek their assistance for publicity. In reply to concern ex- <br />pressed by Councilman Granger for Council not to make a hasty decision on this <br />final stage of the traffic program, City Manager advised this was the final <br />part of the program as had been originally presented to Council with the timing <br />also approximated for this date, slight delay being caused by Council's de- <br />cision to discontinue the program during the holiday season. He also advised <br />of the meetings which had been held with the consultants and Staff in order <br />to work out solutions for this final stage. <br />In reply to questioning as how present confusing and hazardous stripings on <br />streets can be eliminated, City Manager advised until it was determined how <br />traffic patterns were to be finalized, it would be difficult to rid streets of <br />maize of lines other than as presently done with gray paint without a full <br />seal coat on the streets and new striping, He advised that with Project U-1 to <br />commence soon, the streets would be torn up during construction, therefore <br />seal coating now would be a waste of money. Upon completion of project U-1, <br />all downtown streets affected will be resurfaced. <br />Mr. Khanna, in reply to questioning as to length of <br />this final traffic study program, advised April 30, <br />1968, was proposed for its conclusion. <br />City Manager advised an immediate recommendation might not be possible at the <br />conclusion of Stage VII as final report from Peat, Marwick & Livingston, <br />would not be anticipated until August of this year. In reply to questioning <br />on any anticipated traffic disruptions from downtown construction improvements, <br />City Manager advised of meetings which had been with Staff and to be held <br />with Contractor concerning staging of a public relations program for advising <br />citizens of these improvements, besides attempt to coordinate this improve- <br />ment with the City's annual 4th of July celebration. <br />NA4 11 '68 <br />
