After a lengthy discussion as to details on operation of traffic pattern <br />proposed under this final stage, Councilman Petersen moved to adopt RESOLUTION <br />NO. 5632 ESTABLISHING AND DECLARING DESIGNATED ENTRANCES TO DESIGNATED INTER- <br />SECTIONS TO BE STOP ENTRANCES; DECLARING CERTAIN STREETS TO BE ONE-WAY STREETS <br />AND ELIMINATING CERTAIN EXISTING ONE-WAY STREETS, seconded by Councilman <br />Henderson and carried on roll call vote, Councilmen Granger and Rosselli voting <br />no, Councilman Keckley being noted absent. <br />Mayor Herkner requested that Staff be continuously on guard for any problem areas as <br />discussed by Council in this final staging program which might need immediate <br />correction. <br />Councilman Bury moved to adopt RESOLUTION NO. 5633 APPROVING SPECIFICATIONS FOR THE <br />FURNISHING OF LIQUID CHLORINE FOR THE PERIOD APRIL 1, 1968, THROUGH MARCH 31, <br />1969; AND, AUTHORIZING CALL FOR BIDS THEREFOR, seconded by Councilman Rosselli. <br />Staff report stated the annual contract for thisservice had expired, necessita- <br />ting bidding procedure for City's requirements for the coming year, estimated <br />to be some 200 tons. It was also reported price being paid on the existing <br />contract was $109.50 per ton. Motion carried on roll call vote, Councilman <br />Keckley being noted absent. <br />Councilman Petersen moved to adopt RESOLUTION NO. 563+ DECLARING WEEDS AND RELATED <br />MATTERS TO BE A NUISANCE AND ORDERING THEIR REMOVAL, seconded by Councilman <br />Bury. <br />Staff report stated this Resolution set a public hearing for March 25th, at <br />the conclusion of which the Council might award the bid for the work. It was <br />reported only one bid had been received on March 5th, as follows: <br />C. J. Sits Co. $32,650.55 <br />It was also noted that this bid would be held until after notice to the property <br />owners as to the cost of abatement proposed for this year's program which would <br />reach them before the public hearing being set for March 25th. In reply to <br />questions as to advisability of readvertising for bids for this work because of <br />high cost of this one bid and recalling protests from last year, City Manager <br />advised program this year consisted of disking operation and pointed out pro- <br />cedures to be followed whereby property owners would be notified prior to public <br />hearing and Council's decision to award or reject the bid for this work. He <br />stated to readvertise for bids would definitely result in higher costs because <br />of advancing season and possibility of reaching a point through further delay <br />where it would be virtually impossible to do an effective weed abatement program <br />because of size of weeds. <br />Council questioned procedures to be followed in notifying property owners on <br />costs, number of disking operations proposed for each parcel, establishment of <br />proof by Staff that abatement work was done in face of future denials by property <br />owners, etc. <br />Director of Public Works reminded Council of Weed abatement ordinance revisions <br />which had been made covering procedures to notify property owners, but that <br />notices as to costs would only consist of the pricing sheet as submitted by <br />RAA 11 '6g <br />
