"SECTION 31. HEALTH OFFICER: <br />"The health officer shall be a person who has <br />been licensed in the practice of medicine in the <br />State of California, or who has received special <br />training, or who has had practical experience in <br />public health work. He shall exercise general super- <br />vision over the health and cleanliness of the city, <br />and take all necessary measures for the preservation <br />and promotion thereof. <br />"He shall enforce all laws, ordinances and <br />regulations relative to the preservation and improve- <br />ment of the public health, including those for the <br />prevention of disease, the suppression of insanitary <br />conditions, and the inspection and supervision of <br />the production, transportation, storage, and sale of <br />food stuffs." <br />"SECTION 45. PUBLIC SERVICE DEPARTMENT: <br />"There shall be a Public Service Department which <br />shall have control of the construction, operation and <br />maintenance of all public utilities now or hereafter <br />owned and operated by the City, and of the funds <br />derived therefrom. <br />"There shall be a Superintendent of this depart- <br />ment appointed by the City Manager. He shall appoint <br />all subordinates in his department, subject to the <br />approval of the City Manager, and he may remove the <br />same, make. rules and regulations for the management <br />of the department, and prescribe tests and examinations <br />for persons in the department, all in accordance with <br />the provisions of this charter. <br />"The Treasurer shall keep the funds of each utility <br />separate. Any funds exceeding $15,000.00 may be invested <br />in United States, State, County, or Municipal bonds. <br />"The books of each utility shall be kept in accordance <br />with the State regulations governing the accounting of <br />public utilities, and a report in detail shall be made <br />to the Council monthly. <br />"The Public Service Department shall control the <br />generation, purchase, distribution and sale of electric <br />energy, water, gas, and any other utility owned, operated <br />or distributed by the City." <br />Further, the Council of the City of Redwood City hereby <br />proposes, on its own motion, to amend the Charter of the City <br />of Redwood City, by amending Sections 17, 21, 28 and 51 <br />thereof, to read as follows: <br />- 3 - <br />
