"SECTION 17. PLANNING COMMISSION: <br />"There shall be a city planning commission, which <br />shall consist of seven members, who shall be appointed <br />by the Council, to serve for three (3) years each, <br />without compensation, none of whom shall hold any other <br />public office or position in the city. The commission <br />shall elect its chairman from among its members. <br />Neither the City Attorney, the Director of Public Works, <br />nor any deputy or assistant of either of them, shall <br />have the right to vote or enter into deliberations but <br />shall be present in an advisory capacity only. <br />"The planning commission shall exercise all powers <br />and duties granted it by ordinance or resolution of the <br />Council now or hereafter in effect and shall exercise <br />such additional powers and duties as may now or hereafter <br />be provided for by such general laws of the state as are <br />not in conflict with this charter, or any ordinance or <br />resolution of the Council. <br />"The members of the present city planning commission <br />in office at the time of this charter taking effect shall <br />continue in office until the end of the terms for which <br />they have been respectively appointed." <br />"SECTION 21. OFFICERS AND BOARDS: <br />"The administrative officers and boards shall be <br />City Manager•, City Clerk, Director of Public Works, <br />Chief of Police, Chief of Fire Department, City Assessor, <br />City Collector, City Treasurer, City Auditor, City <br />Attorney, and such other officers and boards or <br />commissions as may be hereafter.established. <br />V, "The City Manager, City Attorney, City Auditor, <br />City Treasurer, City Clerk, and City Assessor shall be <br />appointed by the Council and the removal of any of them <br />shall be only on the affirmative vote of five -sevenths <br />(5/7ths) of all members of the City Council. <br />"All other officers and employees shall be appointed <br />by the City Manager and shall hold office or position <br />at his pleasure. The compensation of all officers and <br />employees, excepting members of the Council, shall be <br />provided by ordinance of the Council." <br />"SECTION 28. DIRECTOR OF PUBLIC WORKS: <br />"The Director of Public Works shall perform such <br />duties as may be prescribed by law for a city engineer <br />and shall also be street superintendent, until such time <br />as the Council may direct a separate officer to act as <br />street superintendent. <br />- 4 - <br />
