"He shall be the custodian of, and responsible for, <br />all maps, plans, profiles, field notes, and other records, <br />and memoranda belonging to the city, pertaining to his <br />office and the work thereof, all of which he shall keep <br />in proper order and condition, with full indices thereof. <br />"He shall turn the same over to his successor upon <br />relinquishing his office, who shall give him duplicate <br />receipts therefor, one of which he shall file with the <br />City Clerk. All maps, plans, profiles, field notes, <br />estimates_ and other memoranda of surveys and other <br />professional work made or done by him or under his <br />direction or control as Director of Public Works during <br />his term of office shall be the property of the city. <br />"He shall have supervision over all public work <br />relating to the grading, paving, cleaning, lighting, <br />watering, and repairing of streets, the building of <br />sewers and the disposal of sewage, garbage, and rubbish, <br />also all other matters of an engineering character. He <br />shall, at the time of his appointment, have been a <br />practicing engineer for a period of at least three <br />years. <br />"All other things being equal, an engineer who has <br />had special training or experience in municipal engineering <br />shall be appointed to this office, if practicable. <br />"The street superintendent shall perform such duties <br />as may be prescribed, now or hereafter, by ordinance or <br />general laws of the state. Nothing herein contained <br />shall prevent the City Manager himself from acting as <br />ex -officio Director of Public Works and street super- <br />intendent and filling such offices as herein provided." <br />"SECTION 51. BUDGET: <br />"No later than June first, the City Manager shall <br />V1 submit to the Council a proposed budget for all depart- <br />ments to be known as the general budget. Said budget <br />- shall include estimates of the revenues and expenditures <br />of the city departments for the ensuing year. These <br />estimates shall be compiled from detailed information <br />obtained from the several departments on uniform blanks <br />to be furnished by the Manager. The classification of <br />the estimates of expenditures shall be as nearly uniform <br />as possible for all departments and shall give the <br />following information: <br />"(a) A detailed estimate of the expense of conducting <br />each department as submitted by the department. <br />"(b) Expenditures for corresponding items for the <br />last two fiscal years. <br />"(c) Expenditures for corresponding items for the <br />current fiscal year plus an estimate of expenditures <br />necessary to complete the current fiscal year. <br />- 5 - <br />
