PROPOSITION B: Shall the Charter of the City <br />of Redwood City be amended by <br />deleting Sections 48f, 93 and 96 and amending <br />Section 47b thereof to eliminate outmoded <br />provisions and to eliminate conflict in the <br />L method of appointment of members of the Board <br />of Port Commissioners? <br />SECTION 4. The Council of the City of Redwood City <br />hereby proposes, on its own motion, to amend the Charter of <br />the City of Redwood City, by amending Sections 35 and 58 <br />thereof, to read as follows: <br />"SECTION 35. CITY ASSESSOR: <br />"There shall be a City Assessor. Subject to the <br />provisions of Section 53.5, as soon after the lien <br />date of each year as practicable, he shall assess <br />all taxable property within the City as of the lien <br />date; he shall prepare all special assessments for <br />public improvements, and give notice of such assess- <br />ments to property owners. He shall verify the assess- <br />ment list by his oath and deposit the same with the <br />City Clerk on or before the first Monday in August of <br />the year in which such list is made. <br />"He shall possess such other powers and perform <br />such other duties as may be prescribed by the Council <br />by ordinance, or by the City Manager. <br />"The Council may have a scientific appraisal and <br />assessment of property made every five years or at <br />other periods. The City Council may also jointly <br />agree with the County Board of Supervisors for a <br />joint scientific appraisement for the use of the county <br />and of the city, in which case the city shall not pay <br />more than one-half of the total expense of such joint <br />appraisal." <br />"SECTION 58. TAX LIENS: <br />"All taxes and assessments levied, together with <br />any All <br />imposed for delinquency and the cost of <br />collection, shall constitute liens on the property <br />assessed; every tax upon the personal property shall <br />be a lien upon the real property of the owner thereof. <br />The liens provided for in.this section shall attach <br />annually, as of 12:01 a.m, on the first day of March <br />preceding the fiscal year for which the taxes are <br />levied or at such other time and date as may hereafter <br />be prescribed by the laws of this state, and may be <br />enforced by actions to foreclose such liens in any <br />court of competent jurisdiction, or by a sale of the <br />
