The City of Redwood City intends to provide for the design and construction of customer site
retrofits located within the eastern portion of the City, defined as Phase One of the Recycled
Water Project ("Project") using the professional engineering services of Kennedy/Jenks
Consultants ("Consultant"). Currently, 57 existing, individual customer sites have been
identified as eligible to use recycled water for landscape irrigation and/or industrial uses. The
Project consists of providing comprehensive customer coordination, pre-design fieldwork,
preliminary and final design, regulatory approval coordination, construction management, cross-
connection control certification, final conversion of existing potable water customers to recycled
water service and customer site supervisor training.

The customers for the Project are all located on the east side of Bayshore Highway 101 in the
Redwood Shores, Bay Front and Seaport Industrial areas as shown on Fiqure 1 - Proposed
Phase One Recvcled Water Customers (attached). Each customer is identified by a site
number, name and use classification. The only classifications that are eligible under this scope
of services include Industrial, Commercial Landscape/Mixed Use, City-Owned Landscapes,
Residential/Homeowner Association (HOA) Landscapes, and CalTrans Landscape types.
Table 1 summarizes the number of customers in each classification that are eligible under
Phase 1, and the portion of these customers that will be addressed by this scope of services.

Table 1: Scope of Services Customer List

Classification Total Phase 1 Total Phase 1 Scope of Services
Demand (AF/yr) # of Sites # of Sites
Industrial Use 58 9 5
Commercial/Mixed Use 435 28 28
City Owned 131 15 15
Residential/HOA 574 37 5
CalTrans (Future) 138 4 4
Total 1,336 93 57

The target demand for the 57 sites included in this scope of services is about 650 AF/yr. The
actual demand will vary depending upon which customers elect to be served, the size of the
actual irrigation use areas (or industrial use), and on weather variations.

General Assumptions

The overall approach to this work builds upon previous customer retrofit work performed by this
team in the bay area and scoping discussions with the City. The underlying general
assumptions used to prepare this proposal are summarized as follows. Exceptions are noted in
the following section of this exhibit.

Limits of Scope

. This scope was developed assuming an estimate of effort for various tasks associated
with each customer classification. The complexity of customer retrofit work is highly
variable and the effort level and associated cost is based on a number of assumptions
regarding the availability of existing information on customer sites, level of fieldwork
required to document existing conditions, complexity of the existing potable water

Agreement over $1 OK
KennedyJenks Rev-2 112603

2
