Pursuant to <br />CEQA Guidelines Sections 15168, 15162, and 15163 (Program EIRs and Subsequent and <br />Supplemental EIRs), it analyzes whether there are any new significant environmental effects not <br />identified in the DTPP EIR or substantial increases in the severity of any previously identified <br />significant effects. It also analyzes whether further environmental review is required pursuant <br />to CEQA Guidelines Section 15183 (Projects Consistent with a Community Plan or Zoning). <br />Revised Project Description <br />The 0.517 -acre project site encompasses about one-sixth of the block bounded by Jefferson <br />Avenue, Bradford Street, Main Street, and Marshall Street. The project site includes an <br />approximately 7,950 square -foot, one-story commercial building and a surface parking lot with <br />43 spaces. <br />The applicant proposes to construct a 149,359 square -foot, 68 -unit residential condominium and <br />retail building comprised of five levels of residential over two levels of underground parking, and <br />4,500 square feet of retail space on the ground floor. <br />The residential lobby entrance will be on Bradford Street. Two sidewalk entrances for ground <br />floor retail space will be on Jefferson Avenue. Access to the trash room, electrical rooms, <br />backflow preventer room, residential lobby, storage/break room, mail room/package concierge, <br />bike shop, and elevator lobby services will also be on the ground floor. <br />The proposed project will provide a total of 106 vehicle parking spaces, including four tandem <br />spaces, with one motorcycle space on each basement floor (Basement 1, and Basement 2) and <br />
