The motion passed by a <br />unanimous voice vote by those present. <br />M/S Foust/Howard to: <br />Introduce an Ordinance Amending Redwood City Code — Section 27.100 — <br />Sewer Service Charges <br />ORDINANCE AMENDING SECTION 27.100 OF THE CODE OF THE CITY OF <br />REDWOOD CITY RELATING TO SANITARY SEWERAGE SERVICE CHARGES <br />The motion passed by a unanimous roll call vote by those present with <br />Mayor Ira absent. MINUTE ORDER 04 -150 <br />Recess: 8:50 — 9:05 p.m. <br />8. STAFF REPORTS <br />A. Parking Fine Schedule Revision (703) <br />Administrative Sergeant Harper explained that the increase would align the fines <br />with those charged by surrounding cities. <br />Council questions involved the downtown parking plan and meters; and whether <br />the revenue generation would impact the adopted budget. Comments included <br />the need for better signage or curb painting particularly in the area of Lot 2. <br />Public Comment: <br />Mike Kastrop, President of the Downtown Business Group, stated that the Board <br />does not support the increase at this time. He stated that the comparisons made <br />to other cities are all thriving downtowns and Redwood City is currently in <br />construction and transition. He stated that it is important that visitors have a good <br />experience and the Group does support better enforcement of the current <br />parking laws. Some of the violations seen are related to business owners and <br />employees parking in the spaces closest to the businesses and slugging the <br />meters, leaving no available parking. He stated that education needs to occur <br />and the Group will support enforcement of flagrant abuses. The Group is happy <br />to be part of the task force to find solutions to the parking issues. <br />Council comments included involving the Downtown Business Association and <br />other affected parties with the downtown parking management plan as well as <br />with the current situation.
