this project. Any streets reconstructed within the past 5 years are subject to <br />a pavement moratorium. Per Chapter 29 of the City's municipal code, no cuts <br />in the street are allowed within 5 years of the completion of the pavement <br />project. SDR [ENGINEERING] <br />a. An exception may be granted by the City Engineer pursuant to the <br />findings in Chapter 29. If an exception is granted, the permittee <br />would be required to reconstruct the street completely rebuilding, by <br />removing all the pavement and aggregate base course material, re - <br />compacting the sub -base and restoring the base material and then <br />completely re -paving the street, for a minimum of the full width of all <br />lanes impacted by the cut(s) (outside lane includes to the curb) and <br />extending the entire length of the recent reconstruction, or for a <br />length determined by the City Engineer to be sufficient to restore the <br />street to its new condition, as if it had never been cut, or as more <br />specifically directed by the City Engineer/designee. <br />b. For recently renovated streets the City Engineer may allow the <br />permittee to restore the street to its former condition by resurfacing <br />the street to the same extent as was performed by the City, except <br />that the asphalt or surface material installed by the City must first be <br />removed by the permittee to a depth as directed by the City Engineer. <br />c. Alternatively, a permittee may choose to pay the Pavement Damage <br />Restoration Fee established by City Council Resolution, in which <br />event, the City Engineer shall authorize a repair less than full and <br />complete reconstruction of the entire newly reconstructed street. <br />46. Street Design and Driveways - Changes to streets or driveways, including <br />replacement of abandoned driveways, shall conform to Engineering <br />Standards and require approval of the City Engineer. All new curb ramps shall <br />meet the current Caltrans standards for ADA access. [SDR][ENG I NEER] NG] <br />47. Parking Garage Ramps - Parking garage ramps shall meet Engineering <br />Standards and consider safety and visibility of pedestrians to the satisfaction <br />of the City Engineer. Access controls shall be designed and placed in such a <br />way that vehicles do not block the public sidewalk or queue in the public right- <br />of-way. The access control system shall be delineated in the building permit <br />submittal. Person doors with panic hardware and alarms shall be installed at <br />or adjacent to, gates between private and public parking to allow the safest <br />emergency egress path of travel. Shoring for Excavations — No tiebacks shall extend into the public right of <br />way or onto adjacent properties without the written agreement of the City <br />and/or private property owner.
