POLICY ISSUES <br />Business License Tax <br />Finance Director Ramchandani presented report on options for business <br />license tax. Council discussed gross receipts approach, flat rate and <br />uniform fees, impact on cottage industries, comparison with other cities <br />and economic trends. <br />M /S: La Berge /Buchan to direct staff to draft ordinance according to <br />recommendations of the Chamber of Commerce and schedule public hearings <br />and presentations. <br />Carried by the following voice vote: <br />AYES: Councilmembers Buchan, Bury, Claire, LaBerge, Murray and <br />Mayor Greenalch <br />NOES: Councilman Stangel <br />MINUTE ORDER NO. 90 -023 <br />CONSENSUS: It was determined by Mayor Greenalch that it was the consensus <br />of the Council to direct staff to prepare alternatives including a <br />business license based on gross receipts for Council consideration. <br />Fees and Charges <br />MEMO 3/5/90 <br />Management Intern Noyd Cooper presented report on current fees and charges <br />(actual charges versus cost to departments) and proposals for <br />additional revenues. <br />M /S: Claire /Bury to direct staff to confer with department heads and <br />prepare documentation for specific recommendations and bring back to <br />Council. <br />Carried by unanimous voice vote. <br />City Facility Space Needs and Impact Fees <br />MINUTE ORDER NO. 90 -024 <br />City Manager Smith presented the report on Space Needs and Impact Fees <br />and described financing of the police station, a new city hall and <br />Redwood Shores community center and fire station. <br />MINUTE BOOK NO. 49 Adj.Reg.Mtg.
