Declaring water shortage emergency and establishing regulations and <br />restrictions (1204 -09) <br />REPORT: General Services Director, May 15, 1990 <br />General Services Director Sennewald presented the staff report and <br />recommended Council approve the previous water rationing system with the <br />following changes: a) a maximum of 40 units allowed during the wet weather; <br />b) $50 administration charge after cease and desist order has been ignored, <br />and c) penalties of $2.00 per unit for usage over allotment of 0 -10 %, $4.00 <br />per unit for 10.01 -25% and $6.00 for over 25 %. <br />Councilman Claire requested staff to consider "banking" the water saved <br />during one month to be applied to future months when usage exceeds <br />allotment; and to adjust allotments to public institutions such as Sequoia <br />High School and Sequoia Hospital, to reduce their penalties for water usage <br />for playing fields, etc., used by citizens of Redwood City and for programs <br />sponsored by our own Park and Recreation Department. <br />General Services Director Sennewald advised that "banking" is contrary to <br />the goals of conservation; and some water users who paid the heaviest <br />penalties made little or no attempt at conserving. <br />Councilman Claire expressed dismay that the monetary penalty system did not <br />stop those water wasters who disregarded conservation and paid any penalty, <br />and suggested a better system would be to restrict water availability to <br />these abusers rather than fine them. <br />Reg.Mtg.
