Status report on 3426 through 3466 Rolison Road (803 -03) <br />Report: Community Development Director, May 30, 1990 <br />Building Official La Torra presented the staff report and in response to <br />Council questions advised that the owner, Reverend Kenneth Graham, has <br />consistently ignored orders from City and County Health staff to maintain <br />reasonable living conditions on his property. Mr. La Torra advised that on <br />May 30, 1990 the five buildings were posted for nuisance abatement setting a <br />hearing for June 12, 1990 and if buildings are not brought up to Code the <br />City will contract the work out, and if not paid by Mr. Graham will put a <br />lien on the property. <br />In response to questions from Council, City Attorney Schricker advised that <br />hiring a management firm to operate the property was outside the scope of <br />the authority of the City and the City could only address the Code <br />violations. Mr. Schricker compared the impacts of red light abatement and <br />nuisance abatement, stressing the need to be able to prove the use of drugs <br />or prostitution in a court of law before red light abatement could be <br />Reg.
