Council discussed building a new City Hall, the policy established three <br />years ago, the process of comparing municipal needs, the lack of concrete <br />designs at this stage of discussion, the renovation of old City Hall, and <br />budget as a guide to pursue options. <br />Community Development Director Pawloski explained it would not be prudent <br />in any way to renovate the existing City Hall. <br />M /S: Stangel Claire to leave the $50,000 for the elimination of barriers <br />to permit handicap access to City Hall and the restrooms in the 1990/91 <br />budget, delete the $200,000 for the elevator in the 1990/91 budget, <br />leave the $250,000 in the 1990/91 and the $500,000 in the 1991/92 budgets <br />for the design, and move forward with the concept of a new City Hall with <br />policy procedures and decisions to be made at a later date. <br />Carried by unanimous voice vote. <br />MINUTE ORDER NO. 90 -077 <br />M /S: Greenalch /Claire to transfer $2,000,000 from the fund balance to <br />the C.I.P. to prevent expenditure on recurring costs and possible future <br />demands. <br />Carried by unanimous voice vote. <br />MINUTE ORDER NO. 90 -078 <br />C. City Manager Smith advised Council there might be a need to replace all <br />underground fuel storage tanks at an estimated cost of $600,000 and this <br />item does not appear in the budget. <br />D. City Engineer Luck, responding to Council direction of June 18, 1990, <br />advised the recommendation for a traffic signal on Roosevelt and Upton is <br />scheduled for the Council Meeting of June 25, 1990 and the money for the <br />Woodside /Spring signal, which is not planned at this time, could be used <br />for the Roosevelt /Upton project. <br />IV. DEPARTMENT BUDGET DISCUSSIONS <br />A. Parks and Recreation <br />Mary Lou Cameron, Regata Homeowners Association, asked Council to begin <br />work on Sandpiper Park or plant ground cover to hold down the dust. <br />Elmer Orlick, also of Regata Homeowners Association, advised Council that <br />Mike Meyers offered to pay for the park and Mobil offered to provide <br />additional monies, and asked that the line item reflect plans for this park <br />in the current budget, or allow an easement to plant shrubbery to block the <br />wind and dust. <br />MINUTE BOOK NO. 49 <br />Budget Study Session Minutes Page No. 333 <br />June 23, 1990 <br />Page 4 <br />
