City Manager Smith advised although construction of Sandpiper Park is listed <br />in the 1991/92 budget, there is no specific start date established at this <br />time and there are no funds to maintain it. The Facilities Fees Committee <br />established the GID 1 -64 budget and Sandpiper Park was included in that <br />5 -year budget. Developers are charged Facilities Fees and the Committee <br />determines where and how the money is allocated with approximately 1/3 <br />designated to parks and recreation. <br />In response to questions from Council, Parks Recreation and Community <br />Services Director Griffiths explained Sandpiper Park, 11.5 acres, will be a <br />two -phase project costing approximately $1.2 million involving a key <br />decision on land acquisition and additional monies for staffing. City has <br />four current undeveloped sites in Redwood Shores that should be considered <br />together: Marlin, Sandpiper, RSP Bridge, and Marine Parkway. There are no <br />funds to staff these parks at this time. Director Griffiths advised soil <br />testing for appropriate ground cover in Sandpiper Park area as an interim <br />solution to hold down dust would cost $30,000. <br />M /S: Murray /Claire to change the line item for Sandpiper Park in the <br />1990/91 budget to $30,000 to allow for soil testing and reduce the line item <br />in the 1991/92 by $30,000 to $1,224,000. <br />Carried by unanimous voice vote. <br />MINUTE ORDER NO. 90 -079 <br />Parks, Recreation and Community Services Director Griffiths advised that the <br />Park and Recreation Commission would like to have a joint meeting with the <br />Council. <br />MEMO 6/25/90 <br />B. In response to Council questions Fair Oaks Community Center Coordinator <br />Centeno explained the $5,000 for contract overtime for the Hispanic Women's <br />Support Group was deleted from the budget in order to balance the budget. <br />M /S: Greenalch /Bury to restore to the Parks and Recreation and Community <br />Services Budget $5,000 for the Hispanic Women's Support Group but not to <br />exceed the program expenditure of the 1989/90 budget. <br />Carried by unanimous voice vote. <br />MINUTE ORDER NO. 90 -080 <br />C. Mayor La Berge read a letter from Nita Spangler, 970 Edgewood Road, Redwood <br />City thanking the Council for their work on Union Cemetery and asking <br />Council to develop a management plan to protect the federal designation of <br />Union Cemetery. <br />D.
