extend, alter, improve, erect, remodel or repair any pier, slip, basin, wharf, <br />dock or other harbor structure, or any building or structure within the "Port <br />Area" without first applying for and securing from the Board a permit so to <br />do, in accordance with the rules and regulations adopted by it. In approving <br />or denying the right to said permit, the Board shall consider the application <br />therefor, the character, nature and size and location of the proposed improve- <br />mer_t, and exercise a reasonable and sound discretion in the premises. <br />Such permit shall be in addition to any permit which may be required <br />by law from the Building Inspector of the City of Redwood City. <br />Section. 49a. CONTRACTS: All contracts, except where the expenditure <br />involved does not exceed the sum of Five Hundred Dollars ($500.00), shall be <br />made and entered into upon competitive bidding in the manner and form ao pro- <br />vided in Section 67 of this Charter, and all powers anal duties therein conferred <br />or imposed upon the City Council are, in relation to all matters connected with <br />the port, hereby conferred and imposed upon the Board, and all powers and duties <br />therein conferred or imposed upon the City Manager are, in relation to all <br />matters connected with the port, hereby conferred and imposed upon the Port <br />Manager, Plans and specifications at the time of publication of notice in- <br />viting such bidding must be on file in the office of the Board, subject to <br />public inspection. <br />Section 49b. RESTRICTIONS OF POP/ERS OF COUNCIL: No franchise shall <br />be granted, no property shall be acquired or sold, no street shall be opened, <br />altered, closed or abandoned, and no sewer, street, or other public improve- <br />ment shall be located or constructed in the "Port Area", by the City of Red^rood <br />City, or the Council thereof, without the approval of the Board. <br />Section 49c. ADDITIONAL P01IMS: The City Council, subject to the <br />approval of the Board, may by ordinance confer upon and delegate to the Board, <br />from time to time, such additional powers and duties which may be vested in it, <br />and which it may deem necessar> or convenient to carry out the general purposes <br />of such Board. <br />Section 49d. LIBM L COI?STRUCTION: If any section, clause, word, or <br />provision. of this amendment shall be held unconstitutional, the other sections, <br />clauses, words, or provisions of this amendment shall not be affected thereby. <br />9. <br />
