Section 47d. 01RDTFAYMS AND MCLM-10148; All actions taken by the Board of Port Commissioners shall be by motion spread upon its minutes, or by resolution except .as hereinafter set forth. Any member of the Board may require a record. of the vote on any reso- lution to be made in its minutes. The Bogard shall keep a minute book wherein shell be recordad the prooeedings taken at its meetings and, it shall keep a record aqui ir.dox of all its resolutions and ordinances, which shall be open to public inspection when not in use. No ordinance or resolution shall be passed or become effective without receiving the affirmative votes of at least three (3) members of the Board. No ordinance shall be placed upon its final passage until at least five (5) days nava el"ed after its first reading^.
