<br /> <br />ENVIRONMENTAL REVIEW <br />Adoption of the proposed ordinance is not a “Project” as defined by CEQA in California <br />Code of Regulations Section 15378(a) in that it would not meet the standard of causing <br />any direct or reasonably foreseeable indirect physical changes in the environment.
