The project provides bike racks on the widened sidewalks, and bike storage <br />within the building for the residents. The project is within walking distance to the <br />transit center (CalTrain) and sidewalk improvements, such as street trees and <br />pedestrian, support a walkable environment. There is not a bus stop on this <br />block. <br /> <br />- Program BE-11: Shade Analysis Downtown. Require all new development and <br />redevelopment within the Mixed Use ‐ Downtown land use designation to <br />complete a shade and shadow study unless and until implementing zoning <br />incorporates mitigation to address impacts as defined below, unless the City’s <br />Zoning Administrator determines, based on the scale and scope of the proposed <br />project and the criteria set forth herein, that no shade and shadow study is <br />necessary. Significant impacts shall be mitigated to the extent feasible. The <br />following impacts will normally be considered significant: <br />o Introduction of landscape that would now or in the future cast substantial <br />shadows on existing solar collectors. <br />o Casting of shadows covering more than 50 percent of Courthouse Square, <br />Theatre Way, City Hall Park, Library Plaza, Hamilton Green, Depot Circle, Little <br />River Park, Redwood Creek, or City Center Plaza at 12:00 P.M. on the Spring <br />Equinox. <br />o Casting of shadows that cause a solar‐sensitive character defining feature (e.g. <br />the stained‐glass dome of the historic San Mateo County Courthouse building) of <br />any historic resource to be more than 50 percent in shadow at 12:00 P.M. on the <br />Spring Equinox. <br />o Casting of shadows from parcels with a higher maximum permitted height onto <br />adjacent parcels with a lower maximum permitted height that cause <br />solar‐sensitive portions of the parcel with the lower maximum permitted height to <br />be more than 50 percent in shadow at 12:00 P.M. on the Spring Equinox. <br />o Casting of shadows from parcels within the Mixed Use ‐Downtown land use <br />designation onto adjacent parcels designated Residential ‐ Low, ‐ Medium, ‐ <br />Medium High, and/or ‐ High that cause solar sensitive portions of such residential <br />parcels (e.g. private and common yards and balconies) to be more than 50 <br />percent in shadow at 12:00 p.m. on the Spring Equinox. <br /> <br />The project is located within the DTPP. The DTPP development standards were <br />developed with the specific intent to avoid significant shadow impacts. Full <br />buildout of the DTPP to the maximum building envelopes allowed by the Plan’s <br />standards would not cause any shadow‐sensitive uses and spaces to be more <br />than 50 percent in shadow at noon on the Spring Equinox. The proposed project <br />is in compliance with all applicable DTPP standards regarding shadows. <br /> <br />- Program BE-15: Title 24 Lighting Zone. Require all new development and <br />redevelopment within Redwood City to be in compliance with Title 24 Lighting <br />Zone (LZ‐3) requirements. Encourage the use of low mounted, downward casting <br />exterior lighting for all new development in the city, so as to reduce light trespass <br />onto adjacent properties. Further, require new developments to submit lighting <br />and photometric site plans for City review and approval prior to the issuance of <br />individual building permits. <br />8.A. - Page 66
