The project must comply with Title 24 Lighting Zone (LZ‐3). As a condition of
approval, the project must provide in the building permit plans a photometric site
plan demonstrating light levels and a diagram showing light spillover.

- Program BE-22: Land Use/Neighborhood Transitions. Through design
guidelines, strive to attain development in Waterfront Neighborhoods that
minimizes potential conflicts with the Port area’s industrial uses. Require that the
scale and massing of new development in higher‐density/intensity centers and
corridors provide appropriate transitions in building height and bulk that are
sensitive to the physical and visual character of adjoining neighborhoods that
have lower development intensities and building heights.

The project is adjacent to commercial and residential development of similar
intensity, height, and bulk.

Goal BE-25: Maintain a local transportation system that balances the needs of
bicyclists, pedestrians, and public transit with those of private cars.
- Policy BE-25.4: Consider impacts on overall mobility and various travel modes
when evaluating transportation impacts of new developments or infrastructure
projects.

The project provided a Traffic Impact Analysis and Traffic Study Addendum, and
the City considered the potential impacts on various travel modes as reflected in
the Initial Study, consistent with all DTPP projects.

Goal BE-26: Improve walking, bicycling, and electric bicycle/scooter facilities to be more
convenient, comfortable, and safe, and therefore more common transportation modes in
Redwood City.
- Policy BE-26.6: Require new development projects to provide pedestrian,
bicycle, and electric bicycle/scooter facilities that connect to existing and planned
pedestrian and bicycle facilities; and require large parking facilities to
accommodate pedestrian, bicycle, and electric bicycle/scooter circulation.

The project provides bike racks within the sidewalks for the public, and a bike
storage locker with 89 stalls for the residents. The project also provides widened
sidewalks with public amenities along all of its street frontages (El Camino Real,
Diller St., Franklin St.) as well as along the AT&T parking lot north of the project
on Franklin, to facilitate pedestrian connections on El Camino Real and the
surrounding area. Bulb outs and ADA crossings would be provided on Diller at
Franklin and El Camino Real.

- Policy BE-26.15 Improve the pedestrian experience through the use of
landscaping, medians, crosswalks, mid‐block crossings, pedestrian‐scale
8.A. - Page 67
