Encourage the use of parking reserve in landscaping <br />concept (i.e. landscaping that can be converted to parking in the future if <br />necessary) to ensure that excessive parking is not provided. <br /> <br />The project as revised based on the conditions of approval provides 441 parking <br />spaces (423 for the residents, 18 for the retail), meeting the minimum number of <br />parking spaces (380), without exceeding the maximum number of parking spaces <br />(707), as established in the DTPP. In addition, the conditions of approval require <br />a final transportation demand management program prior to certificate of building <br />occupancy. The program includes an annual reporting program. <br /> <br />- Program BE-53: New Development Roadway Consistency. Require new <br />development’s roads and all other roadway improvements to be consistent with <br />the adopted street typologies. <br /> <br />The project is bounded by a Boulevard (El Camino Real) and two City Streets <br />(Diller St. and Franklin St.). The alley is a private street and not called out in the <br />DTPP. The project provides diagonal parking spaces on Diller St. to reduce the <br />lane widths, consistent with the DTPP. Diller and Franklin streets would be <br />repaved upon completion of the project. Sidewalk widths and improvements <br />along all street frontages are consistent with the DTPP. <br /> <br />- Program BE-55: Level of Service Policy Evaluation. Evaluate Redwood City’s <br />current Level of Service (LOS) policies for motor vehicle circulation. The <br />evaluation shall consider the following to ensure efficient traffic flow and balance <br />multi‐modal mobility goals: <br />o Maintaining LOS D or better for motor vehicles in all areas of the city, except the <br />Downtown area as defined by the Downtown Precise Plan. In Downtown, no <br />minimum vehicular LOS standard will be maintained but vehicular LOS will be <br />calculated and alternate LOS standards for other travel modes will be <br />established. <br />o Explore other areas of the city where vehicular LOS standard would either be <br />lowered or eliminated. These areas may include gateway intersections providing <br />access into the city, freeway ramps, or along Transit Streets including the <br />proposed streetcar corridors. <br />o Consider the effect of potential mitigation measures to improve vehicle LOS on <br />the operations of other travel modes. <br />o Evaluate the potential for elimination of vehicle LOS as the primary measure of <br />impact assessment for developments in parts or the entire city. <br /> <br />The project was analyzed for potential traffic impacts in the Initial Study. The <br />study finds that the project does not result in any new or more severe <br />transportation impacts than what was studied in the DTPP EIR. Any mitigation <br />measures of the DTPP applicable to the project will be implemented. (Initial <br />Study, pp. 35‐40.)
