than significant impacts on El Camino Real/James, El Camino Real/Whipple and
El Camino Real/Roosevelt as well as all intersections west of El Camino Real.

- Program BE-60: On‐site Pedestrian, Bicycle, and Electric Bicycle/Scooter
Facilities. As part of the project development review process, require developers
of new development and redevelopment/reuse projects, including parking
facilities, to provide appropriate onsite facilities such as bicycle and scooter
storage and showers, provide connections to existing and planned facilities,
dedicate land to expand existing facilities or provide new facilities such as
sidewalks and/or bicycle lanes/paths, and/or pay a pro‐rata or other share of the
cost of improvements.

The project provides bike racks within the sidewalks for the public, and a bike
storage locker with 89 stalls for the residents. The project also provides widened
sidewalks with public amenities along all of its street frontages (El Camino Real,
Diller St., Franklin St.) as well as along the AT&T parking lot north of the project
on Franklin, to facilitate pedestrian connections on El Camino Real and the
surrounding area. Bulb outs and ADA crossings would be provided on Diller at
Franklin and El Camino Real.

- Program BE-70: Transportation Impact Fee Reduction. As part of the City’s
transportation impact fee program update, reduce transportation impact fees for
new developments that demonstrate a commitment to effective TDM strategies.
Alternatively, explore the feasibility of providing reimbursements after monitoring
shows effectiveness of TDM strategies.

The project is subject to the Transportation Impact Fees, to be paid at issuance
of building permits and based on the impact fee program at that time. In addition,
the conditions of approval require a final transportation demand management
program prior to certificate of building occupancy. The program includes an
annual reporting program.

- Program BE-86: Zoning Implementation. Implement zoning that provides for
integration of land uses, mixed‐income housing of all types and densities,
pedestrian‐friendly neighborhoods, transit‐oriented development, and enhanced
public transportation options.

Development of the site is regulated by the DTPP, which governs development
within the precise plan area. The Plan’s development regulation sections include
Uses, Public Frontages, Building Placement and Landscaping, Parking, Height,
Façade Composition, and Architectural Character. The Plan is a form-based
code and regulates density on an area basis. The project is consistent with the
DTPP.

Goal BE-40: Provide safe and reliable potable and recycled water storage and
distribution systems that will meet current and future needs.
8.A. - Page 70
