than significant impacts on El Camino Real/James, El Camino Real/Whipple and <br />El Camino Real/Roosevelt as well as all intersections west of El Camino Real. <br /> <br />- Program BE-60: On‐site Pedestrian, Bicycle, and Electric Bicycle/Scooter <br />Facilities. As part of the project development review process, require developers <br />of new development and redevelopment/reuse projects, including parking <br />facilities, to provide appropriate onsite facilities such as bicycle and scooter <br />storage and showers, provide connections to existing and planned facilities, <br />dedicate land to expand existing facilities or provide new facilities such as <br />sidewalks and/or bicycle lanes/paths, and/or pay a pro‐rata or other share of the <br />cost of improvements. <br /> <br />The project provides bike racks within the sidewalks for the public, and a bike <br />storage locker with 89 stalls for the residents. The project also provides widened <br />sidewalks with public amenities along all of its street frontages (El Camino Real, <br />Diller St., Franklin St.) as well as along the AT&T parking lot north of the project <br />on Franklin, to facilitate pedestrian connections on El Camino Real and the <br />surrounding area. Bulb outs and ADA crossings would be provided on Diller at <br />Franklin and El Camino Real. <br /> <br />- Program BE-70: Transportation Impact Fee Reduction. As part of the City’s <br />transportation impact fee program update, reduce transportation impact fees for <br />new developments that demonstrate a commitment to effective TDM strategies. <br />Alternatively, explore the feasibility of providing reimbursements after monitoring <br />shows effectiveness of TDM strategies. <br /> <br />The project is subject to the Transportation Impact Fees, to be paid at issuance <br />of building permits and based on the impact fee program at that time. In addition, <br />the conditions of approval require a final transportation demand management <br />program prior to certificate of building occupancy. The program includes an <br />annual reporting program. <br /> <br />- Program BE-86: Zoning Implementation. Implement zoning that provides for <br />integration of land uses, mixed‐income housing of all types and densities, <br />pedestrian‐friendly neighborhoods, transit‐oriented development, and enhanced <br />public transportation options. <br /> <br />Development of the site is regulated by the DTPP, which governs development <br />within the precise plan area. The Plan’s development regulation sections include <br />Uses, Public Frontages, Building Placement and Landscaping, Parking, Height, <br />Façade Composition, and Architectural Character. The Plan is a form-based <br />code and regulates density on an area basis. The project is consistent with the <br />DTPP. <br /> <br />Goal BE-40: Provide safe and reliable potable and recycled water storage and <br />distribution systems that will meet current and future needs. <br />8.A. - Page 70
