<br />8. Description of Project
<br />
<br />The 1.64-acre project site encompasses about one-third of the block bounded by Franklin
<br />Street, Maple Street, El Camino Real, and Diller Street. The project site includes a two-
<br />story office building (Butler Construction) with two surface parking lots and associated
<br />landscaping; an auto body shop; a one-story home gym equipment retailer (with a
<br />separate hair salon in the same building) and surface parking lot; a veterinary hospital
<br />with surface parking; and a one-story commercial building plus a two-story commercial
<br />building, with shared surface parking. The applicant proposes merging seven parcels,
<br />with frontages on Franklin and Diller Streets and El Camino Real. (Redwood City

<br />The applicant proposes to construct a 350-unit multi-family residential building with
<br />5,900 square feet of ground floor retail, comprised of eight levels of residential/retail over
<br />three levels of parking (2-1/2 levels underground) (Plan Sheets A4.1 and A4.2, 9/30/16;
<br />Applicant PRC Response, April 28, 2016, pp. 14-15). The upper garage level (P1) would
<br />extend approximately five feet above ground level, with the first floor of the building
<br />wrapped around and above it. The project would provide approximately 441 vehicle
<br />parking spaces, 405 reserved (via a gate system) for the residences and 36 designated for
<br />the retail, including six Americans With Disabilities Act (ADA) accessible spaces on the
<br />upper garage level (four for residential, two for retail) (Plan Sheets A1.03 and G0.0,
<br />4/6/16). Of the total residential parking spaces, 82 would be tandem (Plan Sheets
<br />A1.01, A1.02, and A1.03, 9/30/16; Applicant DTPP Compliance Matrix, 4/28/16, p. 21).
<br />A total of 20 electric vehicle (EV) charging stations would be designated throughout the
<br />garage (Applicant PRC Response, April 28, 2016, p. 10).
<br />
<br />Vehicle access to project residential parking on the lowest two garage levels (301 spaces)
<br />would be from a driveway on Franklin Street between Diller Street and Monroe Street.
<br />Vehicle access to the upper garage level for retail parking (36 spaces) would be from an
<br />alley off El Camino Real; the upper garage would also include 140 parking spaces for
<br />residents (Plan Sheets A1.03 and A1.1, 9/30/16).
<br />
<br />Bike parking for residents (for approximately 89 bikes) would be in a secure room
<br />accessible at street level from Diller Street (Plan Sheet A1.1, 9/30/16). Separate from the
<br />bike parking room, a bike storage room (unspecified capacity) would be on the upper
<br />garage level (Plan Sheet A1.03, 9/30/16). Public bike parking would be available at
<br />outdoor, sidewalk racks (Plan Sheet L-1, 9/30/16).

<br />The upper garage level (P1) would also include electrical, fan, and storage rooms. The
<br />middle garage level (P2) would include an electrical room, fire pump room, booster
<br />pump, other utility areas, and storage and fan rooms. The lower garage level (P3) would
<br />include a mechanical room, storage room, and fan room. (Plan Sheets A1.01, A1.02, and
<br />A1.03, 4/6/16) There would be no direct vehicle connection between the upper garage
<br />level and the two lower garage levels (Plan Sheets A1.03 and A1.1, 4/6/16; 1409 El
<br />Camino Real Residential and Retail Development Traffic Study, Hexagon Transportation
<br />Consultants, Inc.; April 29, 2016, p. 25). Refuse and recycling would be in enclosed
<br />trash rooms accessible to waste service trucks at street level off Diller Street (for
<br />residential waste) and in the alley off El Camino Real (for commercial waste) (Plan
<br />Sheets A0.1, 4/28/16, and A6.1, 4/6/16).
