"'(6) All unsold stock and accompanying litter and debris signs, <br />and (in case of fireworks facilities consisting of temporary structures) <br />temporary structures shall be removed from the location of each fireworks <br />sales facility no later than the 15th day of July of the year for which <br />temporary fireworks sales at such location are permitted. <br />"'Section 78.105 <br />Nothing in this article shall be construed to <br />prohibit the use of fireworks by railroads or other transportation <br />agenices for signal purposes or illumination, or the sale or use of blank <br />cartridges for a show or theater, or for signal or ceremonial purposes in <br />athletics or sports or for use by military organizations. <br />"'Section 78.106 <br />The Chief shall seize, take, remove, or cause to <br />be removed at the expense of the owner all stocks of fireworks offered or <br />exposed for sale, stored, or held in violation of this article. <br />"Section 12.19 Whenever the Chief or the Fire Marshal shall <br />disapprove an application or refuse to grant a license or permit applied <br />for under the provisions of this chapter or revoke such license or permit <br />after granting the same or when it is claimed that the provisions of the <br />Fire Code do not apply or that the true intent and meaning of the Code <br />have been misconstrued or wrongly interpreted, the applicant may appeal <br />to the Council from the decision of the Chief or the Fire Marshal within <br />ten (10) days from the date of the decision of the Chief or the Fire <br />Marshal. The decision of the Council on such appeal shall be final. <br />-20- <br />
