"(a) 'Area of special flood hazard'is the land within the <br />floodplain of the city which is subject to a one <br />percent or greater chance of flooding in any given <br />year. This area is designated as zone A, AO, AH, and <br />Al A30on the official Flood Insurance Rate Map. <br />"(b) 'Base flood' means the flood having a one percent <br />chance of being equaled or exceeded in any given <br />year. <br />"(c) 'Breakaway wall' means any type of wall, whether solid <br />or lattice, and whether composed of concrete, masonry, <br />wood, metal, plastic or any other building material, <br />which is not part of the structural support of the build- <br />ing and which is so designed as to break away from the <br />building on which it is used without damage to the <br />structural integrity of such building or to any other <br />buildings to which it might be carried by flood waters, <br />when such wall is subjected to 100 year tides or wave <br />action. <br />"(d) 'Flood' or 'flooding' means a temporary condition of <br />partial or complete inundation of normally dry land <br />areas due to the overflow of inland or tidal waters or <br />the rapid accumulation of surface waters from any source. <br />"(e) 'Habitable floor' means any floor usable for living pur- <br />poses, which includes working, sleeping, eating, cook- <br />ing or recreation, or a combination thereof. A floor <br />used only for storage purposes is not a 'habitable floor.' <br />"(f) 'Substantial improvement' means any repair, reconstruc- <br />tion or improvement of a structure, the cost of which <br />equals or exceeds fifty percent of the market value of <br />the structure either (1) before the improvement or repair <br />is started, or (2) if the structure has been damaged and <br />is being restored, before the damage occurred. The term <br />does not include either any project or improvement of a <br />structure to comply with existing state or local health, <br />sanitary or safety code specifications which are neces- <br />sary solely to assure safe living conditions, or any <br />alteration of a structure listed on the National Register <br />of Historic Places or the State Inventory of Historic <br />Places. <br />"Section 41.5. Flood Insurance Rate Map of 1981 Adopted, or <br />as Amended - Copies Filed Where. That map which is marked and <br />designated 'Flood Insurance Pate Map (FIRM) of June 18, 1981', <br />or as amended, on file in the office of the Director of Public <br />Works, and all notations, references and other information thereon <br />are adopted as the official map of the special flood hazard zones <br />of the city. <br />"Section 41.6.
