"(a) 'Area of special flood hazard'is the land within the floodplain of the city which is subject to a one percent or greater chance of flooding in any given year. This area is designated as zone A, AO, AH, and Al A30on the official Flood Insurance Rate Map. "(b) 'Base flood' means the flood having a one percent chance of being equaled or exceeded in any given year. "(c) 'Breakaway wall' means any type of wall, whether solid or lattice, and whether composed of concrete, masonry, wood, metal, plastic or any other building material, which is not part of the structural support of the build- ing and which is so designed as to break away from the building on which it is used without damage to the structural integrity of such building or to any other buildings to which it might be carried by flood waters, when such wall is subjected to 100 year tides or wave action. "(d) 'Flood' or 'flooding' means a temporary condition of partial or complete inundation of normally dry land areas due to the overflow of inland or tidal waters or the rapid accumulation of surface waters from any source. "(e) 'Habitable floor' means any floor usable for living pur- poses, which includes working, sleeping, eating, cook- ing or recreation, or a combination thereof. A floor used only for storage purposes is not a 'habitable floor.' "(f) 'Substantial improvement' means any repair, reconstruc- tion or improvement of a structure, the cost of which equals or exceeds fifty percent of the market value of the structure either (1) before the improvement or repair is started, or (2) if the structure has been damaged and is being restored, before the damage occurred. The term does not include either any project or improvement of a structure to comply with existing state or local health, sanitary or safety code specifications which are neces- sary solely to assure safe living conditions, or any alteration of a structure listed on the National Register of Historic Places or the State Inventory of Historic Places. That map which is marked and designated 'Flood Insurance Pate Map (FIRM) of June 18, 1981', or as amended, on file in the office of the Director of Public Works, and all notations, references and other information thereon are adopted as the official map of the special flood hazard zones of the city.
