"Section 9.46 Section 4503 of the Building Code is hereby <br />amended to read as follows: <br />"'Section 4503 The space adjoining a building above or <br />below a sidewalk on public property may be used and <br />occupied in connection with the building for any <br />purpose not inconsistent with this Code or other laws <br />or ordinances regulating the use and occupancy of such <br />spaces on condition that the right so to use and occupy <br />may be revoked by the City at any time and that the <br />owner of the building will construct the necessary <br />walls and footings to separate such space from the <br />building and pay all costs and expenses attendant <br />therewith. Footings located at least eight feet <br />(81) below grade may project not more than twelve <br />inches, (12")."' <br />SECTION 10. Article V is hereby added to Chapter 9 of the Code <br />of the City of Redwood City to read as follows: <br />"Article V. HOUSING CODE <br />"Section 9.60 (a) Pursuant to Section 50022.1, et seq., of <br />the Government Code and Section 15 of the Charter of the City of <br />Redwood City, the Uniform Housing Code, 1979 Edition, as published <br />by the International Conference of Building Officials, is hereby <br />adopted and shall be in effect within the City of Redwood City to <br />the same extent as if set out in full herein except as expressly <br />amended by the provisions of this article. <br />(b) In the event of any conflict between the provisions of the <br />Uniform Housing Code, 1979 Edition, hereinafter referred to as the <br />Housing Code, and the provisions of this chapter, the provisions <br />of this chapter shall apply." <br />"Section 9.61 Section 202 of the Housing Code is hereby <br />amended to read as follows: <br />"'Section 202 All buildings or portions thereof which <br />are determined to be substandard as defined in this <br />Code are hereby declared to be public nuisances and <br />shall be abated by repair, rehabilitation, demolition, <br />or removal in accordance with the procedure specified <br />in Article II of Chapter 9 of the Code of the City of <br />Redwood City."' <br />"Section 9.62 Section 203 of the Housing Code is hereby <br />amended to read as follows: <br />
