firecrackers, torpedoes, skyrockets, Roman candles, Daygo bombs, <br />sparklers., or other devices of like construction and any devices <br />containing any explosive substance, except.that the term 'fireworks' <br />shall not include any auto flares, paper caps containing not in <br />excess of an average of 25/100ths of a grain of explosive content <br />per cap, and toy pistols., toy canes, toy guns or other devices <br />for use of such caps, the sale and use -of which shall be permitted <br />at all times. <br />"'Section 78.102 The manufacture of fireworks -within the <br />City is prohibited except under license duly issued by the State <br />Fire Marshal -and under permit issued by the Chief, which permit <br />shall include such reasonable conditions and requirments as, <br />in the opinion of the Chief, are necessary or proper to eliminate <br />hazard to property or danger to any person. <br />"'Section 78.103 --(a) --It shall be unlawful for any person <br />(including fair associations, amusement --parks, or other organizations, <br />or artisans in pursuit of their trade) to possess, store, use <br />or explode any fireworks for public displaysoffireworks except <br />pursuant to a permit issued hereunder by the Chief for a super- <br />vised -public display -of fireworks`. <br />"'(b) The Chief shall have the authority to adopt reasonable <br />rules and regulations for granting of permits for supervised <br />public displays of fireworks, and such _permits shall include <br />reasonable conditions and requirements as in the opinion of the <br />Chief are necessary -or proper to eliminate hazard to property <br />or danger to any person. <br />"'(c) Every such use or display shall be conducted by an <br />operator_approved.by the Chief, and shall.be of such character <br />and so located, -discharged or fired as.in the opinion of the <br />Chief after proper investigation, so as not to be hazardous to <br />-16- <br />
