The Notice of Intent specified the period during which comments could be received, the date, time and place of hearings on the Project, a brief description of the Project, its location and the address where copies of the proposed Mitigated Negative Declaration were available for review (Notice of Intent - CEQA File). 4. A Notice of Intent specifying the information set forth in Paragraph 3, above, was published and sent to all appropriate persons and entities to provide notice of the date of the public meeting on the adoption of the Mitigated Negative Declaration (Notice of Intent, Declarations - CEQA File). 5. The Notice of Intent and the Mitigated Negative Declaration were circulated for public review, sent to every responsible agency, trustee agency, and public agency with jurisdiction over the resources affected by the Project. This Board has reviewed and considered the Mitigated Negative Declaration, and other factual and professional opinions necessary for the evaluation thereof, including but not limited to, any and all comments from members of the general public and public agencies and responses prepared by the Port's consultants during the public review process. 7.
