TOTAL $5,615,352 $7,659,742 $1,987,470 94% Based upon feedback from the City Council and community, staff recommends eliminating or reducing certain fees that have an impact on small businesses, homeowners, and non-profit agencies, including: · Large Family Child Care – Eliminating existing fee (aligns with the City Council policy on supporting affordable child care facilities). · Day Care Facilities Fire Inspection – Eliminating existing fee (aligns with the City Council policy on supporting affordable child care facilities). · Film permits for non-profits – Eliminating existing fee (reduces impact on non- profits). · Mills Act Historic Permits – Setting new fees lower than full cost recovery (aligns with the City Council policy to support restoration and preservation of historic buildings). · Police services – Setting fees lower than full cost recovery (encouraging compliance with procedures desired by the City). Additionally, the proposed Sign Permit Fee has been reduced from $896 in the original proposal to $145. This reduction is due to implementation of process efficiencies and a reduction in staff time since the Fee Study was conducted. Setting the fee at this level also is anticipated to benefit small businesses and encourage compliance. Moreover, certain obsolete fees are proposed to be eliminated, including: · Building Moving Permit · Combination Fee · Commercial New Paint · Public Dance Permit · Reports for Inactive Permit · Sign Conformance · Sign Permit (Temporary Banner) · Tow Truck Inspection In addition to reducing or eliminating certain proposed and current fees, staff proposes to add new fees including: · Address Change · Affordable Housing Monitoring · Certificate of Compliance · Curb Painting · Hillside Home Zoning Administrator Hearing 8.B. - Page 4
