TOTAL $5,615,352 $7,659,742 $1,987,470 94% <br /> <br />Based upon feedback from the City Council and community, staff recommends <br />eliminating or reducing certain fees that have an impact on small businesses, <br />homeowners, and non-profit agencies, including: <br />· Large Family Child Care – Eliminating existing fee (aligns with the City Council <br />policy on supporting affordable child care facilities). <br />· Day Care Facilities Fire Inspection – Eliminating existing fee (aligns with the City <br />Council policy on supporting affordable child care facilities). <br />· Film permits for non-profits – Eliminating existing fee (reduces impact on non- <br />profits). <br />· Mills Act Historic Permits – Setting new fees lower than full cost recovery (aligns <br />with the City Council policy to support restoration and preservation of historic <br />buildings). <br />· Police services – Setting fees lower than full cost recovery (encouraging <br />compliance with procedures desired by the City). <br /> <br />Additionally, the proposed Sign Permit Fee has been reduced from $896 in the original <br />proposal to $145. This reduction is due to implementation of process efficiencies and a <br />reduction in staff time since the Fee Study was conducted. Setting the fee at this level <br />also is anticipated to benefit small businesses and encourage compliance. <br /> <br />Moreover, certain obsolete fees are proposed to be eliminated, including: <br />· Building Moving Permit <br />· Combination Fee <br />· Commercial New Paint <br />· Public Dance Permit <br />· Reports for Inactive Permit <br />· Sign Conformance <br />· Sign Permit (Temporary Banner) <br />· Tow Truck Inspection <br /> <br />In addition to reducing or eliminating certain proposed and current fees, staff proposes <br />to add new fees including: <br />· Address Change <br />· Affordable Housing Monitoring <br />· Certificate of Compliance <br />· Curb Painting <br />· Hillside Home Zoning Administrator Hearing <br />8.B. - Page 4
