The four scenarios analyzed were: <br /> <br />1) Single family home <br />2) 100-unit multi-family housing <br />3) Large commercial office <br />4) Commercial/restaurant tenant improvement <br /> <br />For each scenario, staff compared total project costs in Redwood City to other regional <br />cities including: Cupertino, Menlo Park, Mountain View, Palo Alto, San Carlos, San <br />Mateo, Santa Clara, and Sunnyvale. Detailed information and a survey of comparative <br />jurisdictions is included in Attachment 3. <br /> <br />It is important to note that the comparative cities do not have the same Impact and In- <br />lieu Fees as Redwood City. Moreover, fees were implemented at different timeframes in <br />each city. For example, the cities of Cupertino, Menlo Park and Palo Alto conducted fee <br />studies within the last two years. However, Mountain View, San Carlos, San Mateo, and <br />Sunnyvale conducted fee studies over four years ago. Menlo Park, San Carlos, and San <br />Mateo are currently undertaking comprehensive fee studies, while Mountain View is <br />planning to conduct a study in the upcoming year. <br /> <br />In reviewing each scenario, the proposed fee changes result in a decrease in total costs <br />as compared to current costs in Redwood City for the single family home, multi-family <br />housing, and large commercial office scenarios, and an increase in the <br />commercial/restaurant tenant improvement scenario. The scenarios illustrate that, when <br />comparing current fees (processing fees, impact fees and in-lieu fees) in seven other <br />communities to the proposed fees in Redwood City, the proposed fees would result in <br />Redwood City having the fourth highest combined fees for new single family homes, the <br />third highest combined fees for multifamily housing, the third highest combined fees for <br />commercial office building shell, and the second highest combined fees for commercial <br />tenant improvements.
